2.17.010 Created.

There are created the following departments:

A. Support services;

B. Fire;

C. Police;

D. Parks and recreation;

E. Public works;

F. Development services;

G. Public library;

H. Human resources;

I. Finance; and

2.17.020 Deputy city manager – Appointment – Duties.

A. The deputy city manager shall be appointed by the city manager.

B. The deputy city manager shall be the director of the support services department. The director shall be responsible for supervising all employees of the divisions of city clerk and fleet services. The deputy city manager shall have the powers and duties assigned by this code to the support services director or the support services manager. It shall be the duty of the deputy city manager to act, to promote, secure and preserve the financial and property interests of the city in compliance with all applicable laws, ordinances, resolutions, rules and regulations, and to perform such other additional duties as are determined by the city manager.

C. The deputy city manager shall serve as the city treasurer. It shall be the duty of the city treasurer to:

1. Issue all permits and licenses except those which are required by ordinance to be issued by a particular department or office;

2. Prepare all work in connection with the assessment of property and the preparation of all assessments and tax rolls and assessment and tax notices;

3. Collect all taxes due the city in the manner authorized and required by law;

4. Perform such other duties that may be prescribed by law for city treasurers; and perform such other function as the city manager may from time to time direct.

D. The deputy city manager shall, before entering upon the duties of his/her office, execute a bond to the city conditioned on the faithful performance of his/her duties, which bond shall be in such sum as may be fixed by the city council.

E. There is created the office of deputy city treasurer, and the deputy city manager is authorized to appoint one or more deputy city treasurers with the consent of the city manager. A deputy city treasurer shall have the powers and perform the duties of city treasurer upon the termination of the services of the deputy city manager, pending the selection and appointment of a new deputy city manager, during the absence, disability, or suspension of the deputy city manager, and at any time during which the deputy city manager exercises the powers and performs the duties of the city manager.

F. The deputy city manager is authorized to appoint an acting support services director to serve during such temporary periods of time that the deputy city manager is absent or exercising the powers and performing the duties of city manager. An acting support services director and deputy city treasurer may be the same person; provided, that internal control policies adopted by the city council are maintained. The deputy city manager shall appoint different persons to serve as acting support services director and deputy city treasurer when necessary to maintain such internal controls.

G. The deputy city manager shall have the powers and perform the duties of the city manager upon the termination of the services of the city manager, pending the selection and appointment of a new city manager, and during the absence, disability, or suspension of the city manager; provided, however, that the city council may at any time appoint a different substitute city manager in its discretion as provided in RCW 35A.13.150. 2.17.025 Finance director – Appointment – Duties.

The finance director shall be appointed by the city manager. The finance director shall be responsible for supervising all employees of the finance department/division and performing such functions and duties assigned by this code to the finance director or finance manager or by ordinances or resolutions passed by the city council. It shall be the duty of the finance director to promote, secure, preserve, and account for the finances of the city, provide assistance to city departments, directors, managers and employees in financial and accounting matters, and to perform such additional duties as are determined by the city manager.

A. It shall be the duty of the finance director to:

1. Keep in proper books a full and accurate account of all the moneys received and disbursed on behalf of the city;

2. Cancel all checks and other evidences of debt against the city, whenever paid by the city;

3. Receive and have custody of all moneys paid to the city and disburse city moneys upon direction of the city council or city manager;

4. Pay city employees upon presentation of the properly certified payroll;

5. Demand and receive all moneys and fees owing to the city whenever any person is indebted to the city in any manner, and the means of collection of such debt is not otherwise provided by law. When any claim is not collectable by other means, he/she shall report the same to the city attorney for prosecution; and

6. Make a detailed report on the first day of each month as to the business of his/her office during the month preceding, showing the balance on hand to the credit of the different funds at the time of his/her last report, the amounts received during the month, and on what account, together with such other items and facts as the city manager may require.

B. The finance director shall, before entering upon the duties of his/her office, execute a bond to the city conditioned on the faithful performance of his/her duties, which bond shall be in such sum as may be fixed by the city council. (Ord. 2016-05 § 3, 2016).

2.17.030 Chief of fire department – Appointment – Duties.

The fire chief shall be appointed by the city manager. The fire chief shall be responsible for supervising all employees of the fire department. It shall be the duty of the fire chief to act, to promote the public health, welfare and safety in the area of fire protection and ambulance service, in compliance with all applicable laws, ordinances, resolutions, rules and regulations, and to perform such additional duties as are determined by the city manager. 2.17.035 Human resources director – Appointment – Duties.

The human resources director shall be appointed by the city manager. The human resources director shall be responsible for supervising all employees of the human resources department/division and to perform such functions and duties assigned by this code or by ordinances or resolutions passed by the city council. It shall be the duty of the human resources director to manage employee relations, assist with labor negotiations, provide assistance to city departments, directors, managers, and employees in employment matters, and to perform such additional duties as are determined by the city manager. 2.17.040 Chief of police department – Appointment – Duties.

The police chief shall be appointed by the city manager. The police chief shall be responsible for supervising all employees of the police department. It shall be the duty of the police chief to act, to promote the public health, welfare and safety in the area of police protection in compliance with all applicable laws, ordinances, resolutions, rules and regulations, and to perform such additional duties as are determined by the city manager. 2.17.045 Technology services director – Appointment – Duties.

The technology services director shall be appointed by the city manager. The technology services director shall be responsible for supervising all employees of the technology resources department/division and to perform such functions and duties assigned by this code or by ordinances or resolutions passed by the city council. It shall be the duty of the technology services director to manage the city’s technology and information systems, to provide assistance to city departments, directors, managers and employees in technology matters, and to perform such additional duties as are determined by the city manager. 2.17.050 Director of parks and recreation – Appointment – Duties.

The director of parks and recreation shall be appointed by the city manager. The director of the department of parks and recreation shall be responsible for supervising all employees of the divisions of park maintenance, cemetery, golf course, aquatics and building maintenance. It shall be the duty of the director of parks and recreation to act, to promote, develop and maintain the parks, play grounds, recreational facilities, cemeteries, golf courses and buildings of the city in compliance with all applicable laws, ordinances, resolutions, rules and regulations, and to perform such additional duties as are determined by the city manager. 2.17.060 Public works administrator – Appointment – Duties.

The public works administrator shall be appointed by the city manager. The director of public works shall be responsible for supervising all employees of the divisions of water utility, sewer utility, engineering services, streets, landfill, sanitation and equipment pool. It shall be the duty of the public works administrator to promote, develop and supervise the public works and capital improvement projects in the city in compliance with all applicable laws, ordinances, resolutions, rules and regulations, and to perform such additional duties as are determined by the city manager. 2.17.070 Director of development services – Appointment – Duties.

The director of development services shall be appointed by the city manager. The director of development services shall be responsible for supervising all employees of the divisions of planning and inspection. It shall be the duty of the director of development services to promote, develop and supervise all planning, development and building inspection services in the city in compliance with all applicable laws, ordinances, resolutions, rules and regulations, and to perform such additional duties as are determined by the city manager. 2.17.080 Director of public library – Appointment – Duties.

The director of the public library shall be appointed by the city manager. The director of the public library shall be responsible for supervising all employees of the public library. It shall be the duty of the director of the public library to promote, develop and maintain all library related services of the city in compliance with all applicable laws, ordinances, resolutions, rules and regulations, and to perform such additional duties as are determined by the city manager. 2.17.090 Bonding of city employees.

All employees of the city including the positions of city manager, finance director, deputy city manager/city treasurer, auditing officer and city clerk shall be covered by a blanket bond conditioned on the honest and faithful performance of their official duties, including coverage for employee dishonesty, theft, disappearance, and destruction, in an amount of not less than two hundred fifty thousand dollars annually. The bond shall be approved by the city manager. The premiums on such bonds shall be paid by the city. (Ord. 2016-05 § 6, 2016: Ord. 97-12 § 2, 1997: Ord. 97-3 § 1, 1997).
