3.17.040 Transfers to and from debt service funds.
Unless otherwise prohibited by state law, regulations of the Division of Municipal Corporations of the Office of the State Auditor, the Walla Walla municipal code, or other ordinances or resolutions of the Walla Walla city council, transfers may be made to a debt service fund created by this chapter from budgeted appropriations in any city fund or from a debt service fund by order of the city manager or the city treasurer for the purposes of such approved appropriations. 3.17.050 Chapter not exclusive.
Debt service funds may be created as accounts within funds established elsewhere in this title. To the extent that the provisions of this chapter may conflict with the provisions of any chapter under which a debt service fund is created as an account to a fund in that chapter, the provisions of the chapter under which the account is created shall prevail. (Ord. 99-6 § 21(part), 1999).
3.17.060 General obligation debt service fund.
There is created and established a “general obligation debt service fund” for the purpose of paying the principal, interest, and administrative expenses related to the general obligation debts of the city. Any moneys in the general obligation debt service fund at the end of the fiscal year of the city shall not lapse except upon reappropriation by the council to another fund in the adoption of a subsequent budget which is not otherwise prohibited by state law or regulations of the Division of Municipal Corporations of the Office of the State Auditor.
