8.24.010 White canes prohibited – Exception.
It is unlawful for any person, except those wholly or partially blind, to use or carry on the public streets of Wenatchee any canes or walking sticks which are wholly white in color with red end or bottom. (Ord. 940 § 1, 1936)
8.24.020 Traffic to halt when signaled.
Persons wholly or partially blind, while carrying such identification canes or walking sticks, if and when such persons have signified their intention to cross an intersection upon a public street by lifting and waving such identification canes or walking sticks described herein, in such manner as to be plainly visible to the drivers of approaching motor vehicles or other traffic thereon, shall have the right-of-way at crossings, and all motor vehicles or other traffic shall come to a complete stop until the blind person is in a zone of safety on the opposite side of the street; provided, at intersections where a traffic officer is on duty or a traffic signal is located, the blind person shall cross the street with released traffic, and not otherwise. 8.24.030 Violations – Penalty.
Any person violating or failing to comply with any of the provisions of this chapter, shall upon conviction thereof be punished by a fine in any sum not exceeding $500.00 or by imprisonment in the city jail for a period not exceeding six months or by both such fine and imprisonment.
