SPECIAL PARKING PERMITS

8.55.005 Special parking permits authorized.

(1) The Wenatchee police department is authorized to issue an annual or short-term special parking permit for the parking of commercial/service vehicles or debris containers in available on-street or off-street parking spaces as provided in this chapter. Vehicles or containers displaying such permits as provided herein shall be exempt from the time limits applicable to the parking space occupied by such vehicle. The granting of any permit hereunder shall not constitute any assurance that parking space is available to the permit holder or to the vehicle or container to which such permit applies. Vehicles may be parked and debris containers may be placed only where there are available vacant designated parking spaces.

(a) Application shall be made to the Wenatchee police department on a form to be provided by such department.

(b) Such application shall state whether such permit is sought for construction/demolition activity, commercial/service vehicles, or debris containers.

(c) Vehicles described in special parking permits may not be parked in regulated on-street or off-street parking spaces in excess of the time limits applicable to the parking space occupied by such vehicle except when the owner, operator, or user thereof is engaged in the registered owner’s trade or business for the purpose of ready access to tools, equipment and items contained therein. Failure to comply with this provision shall constitute grounds for revocation and/or denial of renewal or extension of any special parking permit.

(d) Special parking permits for the placement of debris containers shall not be issued by the Wenatchee police department until approved by the city engineering department. The city engineering department shall have the authority to impose conditions as deemed necessary to protect the public streets and the surface of sidewalks or off-street parking surfaces from damage from such containers.

(e) Upon completion of the application, approval by the city engineering department

(where appropriate), and payment of the appropriate fee, the Wenatchee police department shall issue to the applicant a special parking permit, which shall be in the form of a decal. The decal shall be affixed to the inside, lower left corner (driver’s side) rear window visible from the outside of the vehicle for which such permit applies. If the parking area is on the left side of a one-way street, then the decal shall be affixed to the inside, lower right corner (passenger side) rear window. In the case of a debris container, such decal shall be affixed in a location that is readily visible from the street.

(f) A replacement decal shall be issued to the permit holder without charge in the event that the vehicle or container with a special parking permit is sold, destroyed, or no longer used by the permit holder. The transfer of such permit to another vehicle will be authorized upon surrender of the issued decal to the Wenatchee police department, or upon satisfactory proof of its destruction.

(2) This section shall have no application to those zones or areas in which the stopping, parking or standing of all vehicles is prohibited, bus zones, bike or fire lanes, disabled zones, or areas where signs prohibit such parking without lawful authority or permission. The special parking permit does not exempt the holder from the time limitations in a loading zone or zones of less than 30 minutes. In no event shall vehicles obstruct or hinder vehicular or pedestrian travel. (Ord. 2005-30 § 1)

8.55.030 Special parking permit fees.

(1) An annual special parking permit shall be valid for a period of one year and shall expire on December 31st of the issuance year. The annual fee for the special parking permit shall be $100.00 for each vehicle.

(2) Short-term, 30-day special parking permits may be issued for a fee of $30.00 per month per parking space occupied for each vehicle.

(3) Any and all permit fees paid pursuant to this chapter shall be nonrefundable. (Ord. 2005-30 § 1; Ord. 2860 § 1, 1990; Ord. 2792 § 1, 1989)

8.55.060 City vehicles exempt.

All vehicles owned, operated or under control of the city of Wenatchee, while being used for official city business, shall be exempt from the requirements of the ordinance codified in this chapter. (Ord. 2005-30 § 1; Ord. 2792 § 1, 1989)

8.55.070 Violation – Penalty.

A violation of any provision of this chapter shall be punishable by a fine of $250.00. (Ord. 2005-30 § 1; Ord. 2792 § 1, 1989)
