LODGING TAX ADVISORY COMMITTEE

2.52.010 Establishment.
There is hereby established in the town of Winthrop a lodging tax advisory committee, to be known as the “Winthrop lodging tax advisory committee” or “Winthrop LTAC.” (Ord. 665 § 1, 2014)
2.52.020 Membership and terms.
A. The Winthrop LTAC membership shall at all times include the following:
1. At least two members who are designated as representatives of businesses that are required to collect lodging tax within the town of Winthrop;
2. At least two members who are owners of businesses within the town of Winthrop;
3. One member who is a member of the Winthrop Chamber of Commerce board of directors. (This person may also qualify under subsections (A)(1) and (2) of this section); and
4. One member who is an elected official of the town of Winthrop.
Persons who are eligible for appointment under subsection (A)(1) of this section are not eligible for appointment under subsection (A)(2) of this section.
Persons who are eligible for appointment under subsection (A)(2) of this section are not eligible for appointment under subsection (A)(1) of this section.
B. Organizations representing businesses required to collect lodging tax as provided in Chapter 67.28 RCW, and organizations involved in activities authorized to be funded by revenue received under Chapter 67.28 RCW, and local agencies involved in tourism promotion may submit recommendations for membership on the Winthrop LTAC.
C. The Winthrop LTAC shall be comprised of no more than eight members and no less than five members who shall serve from appointment for two-year terms, or the remainder of any unexpired term, as the case may be, and shall serve without compensation.
D. The Winthrop town council, in concert with the Winthrop Chamber of Commerce, shall appoint and review membership of the Winthrop LTAC at least annually, and at any time necessary to make appointments for unexpired terms.
E. A member may be removed prior to the expiration of their term by a majority vote of the town council.
F. The elected official of the town shall serve as the chair of the Winthrop LTAC. (Ord. 665 § 2, 2014)
2.52.030 Duties of Winthrop LTAC.
The duties of the Winthrop LTAC shall include:
A. Be informed about the tourism issues and opportunities that can be strengthened and promoted through the use of lodging tax funding;
B. Research and analyze emergent issues and trends in marketing, event and tourism promotion through Winthrop LTAC work and information exchanges;
C. Stay current with issues, projects and opportunities of the town of Winthrop as it relates to tourism and tourism promotion;
D. Make recommendations to the Winthrop town council on the use of lodging tax funds for the purpose of increasing tourism in the town of Winthrop;
E. Monitor the performance of tourism marketing professionals contracted by the town of Winthrop;
F. Make Winthrop LTAC meeting minutes available monthly to the Winthrop town council and the Winthrop Chamber of Commerce; and
G. Report activities of the Winthrop LTAC to the Winthrop town council on an annual basis. (Ord. 665 § 3, 2014)
2.52.040 Meetings.
The Winthrop LTAC shall meet at least quarterly to perform the duties as set forth in this chapter. (Ord. 768 § 1, 2023; Ord. 665 § 4, 2014)
2.52.050 Advisory capacity only.
The Winthrop LTAC shall serve in an advisory capacity only to the town council of the town of Winthrop. Upon request, the Winthrop LTAC shall make recommendations to the Winthrop town council that are outside of the scope of the duties of the Winthrop LTAC set forth in this chapter. (Ord. 665 § 5, 2014)
