When a person contemplates the long subdivision of a parcel of land, said person may prepare a preapplication sketch plat indicating his concept for subdivision which should include the proposed layout of streets, general size and orientation of lots, and other features in relation to existing conditions. With this sketch plan, the subdivider or his agent, is encouraged to schedule a preapplication conference with the administrator. The administrator, when requested by the applicant, will schedule a preapplication conference with all affected town department heads and any affected irrigation or utility district, and all appropriate county, state and federal agencies regarding procedures and general information which would have an influence on the proposed development (the inability of the administrator to schedule a meeting with all affected agencies shall not interfere with the timeframes set forth by this title). The purpose of the preapplication conference is to review application requirements including, but not limited to, need for topographic information, need and timing for land survey, utility and street design and standards, timeframes and other information deemed appropriate.
