2.50.010 Designated – Authority Confirmation.
The board of county commissioners reaffirms that the county commission on alcoholism is the official alcoholism administrative board for the county, and has the full advisory and administrative authorities granted to it by statute and administrative code to supervise the financial and service components of the alcoholism program, in order to be assured that actual expenditures and program content remain consistent with what has been described in the currently approved annual Yakima County Alcoholism Plan.

2.50.020 Consolidation of Services.
The board of county commissioners recognizes that the citizen volunteer and the private sector has played a productive and substantial role in the alcoholism program service delivery process, and it continues to be the desire of the board to contract in the private sector for the delivery of alcoholism services. In order to provide the most effective and efficient alcoholism service delivery program, the board of county commissioners strongly encourages the formation of one single private nonprofit corporation that will provide comprehensive services to alcoholics, families of alcoholics, and the citizenry of the county. Such a consolidation of services could include alcohol detoxification, in-patient treatment, rehabilitative services, counseling, research, education and prevention.

2.50.030 Contracts for Service.
It is the hope of the board of county commissioners that the continuing contract for services in the private sector will maintain the interest and support of citizens, volunteers, and agencies; and, should consolidation occur, it will result in a more efficient alcoholism program that can more readily comply with the fiscal and administrative responsibilities imposed on the county by statute.

2.50.040 Consultation Services.
For the purposes of implementing a consolidation of alcoholism services into one agency, consultation and assistance may be obtained through the county commission on alcoholism and the county prosecuting attorney’s office.

2.50.050 Title of Organization – Adoption of Revised Bylaws.
The name of this organization is the county alcohol and substance abuse board (ASAB) and the revised bylaws submitted by the county alcohol and substance abuse board are approved as incorporated herein by reference in Exhibit “A” attached to the resolution codified in this section and on file in the office of the clerk of the board.
