2.66.010 Parking Prohibited.
Except as otherwise provided in this chapter, it is unlawful for any person to leave unattended or park any vehicle in violation of this chapter or without displaying a required permit.

2.66.020 Lots Designated.
The following are designated as Yakima County Parking lots:
(1) Parking Lot No. 1. Yakima County property situated on North First and Martin Luther King, Jr. Blvd., in Yakima, Washington, more particularly described as Lots 24 through 32, block 28, town of North Yakima, now Yakima, according to the plat thereof recorded in Volume “A” of Plats, page 10, re-recorded in Volume “E” of Plats, page 1.
(2) Parking Lot No. 2. Lot number 2 has been designated as the Yakima County Corrections Center located at 1500 Pacific Avenue, with legal description of Parcel No. 191329-21007 -

(3) Parking Lot No. 3. Yakima County property situated south of the Yakima County Courthouse at the northeast corner of North First Street and Staff Sgt. Pendleton Way (MOH), in Yakima, Washington, more particularly described as Lots 6, 7, 8 and the south 13 feet of Lot 21 and Lots 22 through 28 (inclusive), block 29, town of North Yakima, now Yakima, according to the plat thereof recorded in Volume “A” of Plats, page 10, and re-recorded in Volume “E” of Plats, page 1, except any property over which easements have been granted to the city of Yakima for public use.
(4) Parking Lot No. 4. Yakima County property located on block 9, town of North Yakima, now Yakima, according to the plat thereof recorded in Volume “A” of Plats, page 10, and re-recorded in Volume “E” of Plats, Page 1, and in official records of Volume 792, page 594.
(5) Parking Lot No. 5. Lots 7, 8, and 11 and Lots 17 through 32, block 8 town of North Yakima, now Yakima, according to the plat thereof recorded in volume “A” of Plats, page 10, and re-recorded in Volume “E” of Plats, page 1.
(6) Parking Lot No. 7. Yakima County property situated on the southwest corner of North First Street and East Lincoln Avenue, described as Lots 12, 13, 14, 15 and 16, Block 8, Town of North Yakima, now Yakima, recorded in volume “E” of Plats, page 1, records of Yakima County, Washington.
(7) Parking Lot No. 8. Yakima County property situated at the northwest corner of Martin Luther King Jr. Blvd. and North First Street, described as Lots 1, 2, 3, 4, 5 and 6, Block 8, Town of North Yakima, now Yakima, recorded Volume “A” of plats, page 10; re-recorded in Volume “E” of Plats, page 1, records of Yakima County, Washington.
(8) Parking Lot No. 9. Yakima County property situated between Englewood and Jerome Avenues in Yakima, Washington, commonly known as the Juvenile Justice Center.
(9) Parking Lot No. 10. Yakima County property situated at 2403 South 18th Street, Union Gap, Washington, commonly known as the Yakima County Resource Center.
(10) Parking Lot No. 11 is located at the 1st Street Conference Center which has the physical address of 223 North First Street, Yakima 98901.

2.66.030 Parking Lot Use Designation and Space Assignment.
(1) Parking Lot #3 is designated as paid reserved county employee parking at a monthly cost established by the Board of County Commissioners. Parking Lot #3 will also include designated parking areas for ride-share, persons with disabilities, motorcycle, bicycle and county departmental uses. Parking Lot #3 will be open to the public from 6:00 PM to 2:00 AM weekdays, and all day on weekends and Holidays.
(2) Parking lots designated #1, #5, #8, #10 and #11 will be open and free to all county employees and the general public having business with the county. Designated reserved parking for various county departmental uses will be appropriately marked in these lots.
(3) Parking in Lot #4 will be designated as 2-hour Jail Visitor parking and reserved parking for the Department of Corrections and Department of Assigned Council.

2.66.040 Proper Signing.
The director of facilities services is hereby authorized to post appropriate signs to designate parking lots and/or spaces, including those for carpooling and disabled persons.

2.66.050 Violations – Penalty.
Any vehicle parked or left unattended in violation of this chapter:
(1) Is deemed a nuisance and is subject to removal and impoundment of the vehicle at the direction of an authorized Yakima County law enforcement officer or a designee of the board of county commissioners. The owner or driver of the vehicle may redeem it pursuant to Chapter 46.55 of the Revised Code of Washington; and
(2) Is subject to a penalty of:
(a) One hundred seventy-five dollars, or such other amount authorized by RCW 46.16.38l, as amended, for parking in a space designated for disabled persons without a special license plate or placard. The court shall dismiss the violation if the person produces in court the special license plate or placard required under RCW 46.16.381; or
(b) Fifty dollars for unauthorized parking or failure to visibly display a required parking permit in any Yakima County parking lot space not designated for disabled persons.

2.66.070 Parking Privileges for Disabled Persons.
The director of facilities services is authorized to designate spaces reserved for physically disabled persons in any county parking lot without regard to the use of such lot or space as established in this chapter. The privileges, prohibitions, penalties and all other provisions of RCW 46.16.381, as amended, apply to such spaces.

2.66.080 Issuance and Display of Parking Permits.
(1) The board of director of facilities services is authorized to issue parking permits for any county parking lot or space. A parking permit issued pursuant to this section shall be visibly displayed in the vehicle.
(2) County employees or officials who are assigned a parking space, whether for a fee or otherwise, have no ownership interest in the space and shall not “subrent” or reassign the parking space to any other person. Employees who do not utilize their assigned parking spaces for a period of 30 days or more shall forfeit the privilege of having an assigned space.
