2.04.005 Number of council members.
A. The number of councilmanic offices in the city is hereby increased from five to seven.
B. The city council shall by a majority vote appoint two persons in the manner provided in RCW 42.12.070, to-wit: the members of the city council shall appoint one qualified person to fill the first vacant office, and the city council and the newly appointed person shall appoint another qualified person to fill the next vacant position, with the first new appointee participating in the appointment that is made after his or her appointment.
C. The appointments to fill the newly created councilmanic offices shall be made as soon as is practicable, with due time allowed to solicit qualified applicants and for city council to evaluate their qualifications.
D. The persons appointed shall serve in these offices until the next municipal general election in November 2007, at which election one person shall be elected for a two-year term and one person shall be elected for a four-year term. (Ord. 846 §§ 1 – 4, 2006).
2.04.010 Meetings – Date and time.
A. The Yelm city council shall hold regular meetings on the second and fourth Tuesday of each month with a start time of 6:00 p.m.
B. The city council shall hold study sessions of the council on the first Tuesday of each month. The study session start time is 6:00 p.m. (Ord. 1019 § 1, 2017; Ord. 937 § 1, 2011; Ord. 853 § 1, 2006; Ord. 811, 2004; Ord. 799 § 1, 2004; Ord. 774 § 1, 2003; Ord. 712 § 1, 2000; Ord. 419 § 1, 1991).
2.04.020 Reimbursement for expenses.
The mayor and members of the city council shall be reimbursed for actual expenses incurred in the discharge of their official duties. Requests for reimbursement shall be submitted on an expense report form signed by the elected official and shall include receipts when available. Payment of claims shall be made upon presentation of a claim therefor and its allowance and approval by the city council as part of the voucher approval process at a regular meeting.
Elected officials shall be eligible for reimbursement of actual meal and lodging costs not included in registration fees while attending conferences and training sessions, or while representing the city in an official capacity. (Ord. 1101 § 1 (Exh. A), 2023; Ord. 712 § 1, 2000).
