Note: Charter Ordinance No. 5 was adopted by binding referendum held on 11/8/1994. Ordinance 1940-03 was adopted by Council on 12/2/2003 repealing Charter Ordinance No. 5. Another binding referendum question was put to the residents reaffirming Charter Ordinance No. 5 which was approved 4/6/2004 and published 4/15/2004. The provisions were included in prior code Section 5.10(9).
