10.10.010 Speed limit decreases.

1.    The Town Board of the Town of East Troy, Wisconsin, hereby determines the statutory speed limits as hereinafter indicated to be unreasonable, unsafe, or imprudent and hereby modifies such speed limits under authority granted by Wis. Stat. § 349.11 by reducing, with the approval of the State Highway Commission when such approval is necessary, the speed limits set forth in the appropriate statutory sections of the Wisconsin Statutes as hereinafter set forth:

a.    From the “fixed limits” as specified by the provisions of Wis. Stat. § 346.57, to 45 miles per hour for all vehicles at all times at the following locations:

Townline Road from its intersection with Walworth County Trunk Highway “ES” southerly to Friemoth Road.

State Trunk Highway 20 from a point 0.30 of a mile west of its intersection with Beulah Avenue, westerly to its intersection with Townline Road.

County Trunk Highway “ES” from the west corporate limit line of the Village of East Troy to its intersection with Townline Road.

County Trunk Highway “L” from a point 0.49 of a mile southwest of the Soo Line Railroad Crossing, southwesterly to a point 0.14 of a mile southwest of Shorewood Drive.

Swoboda Road from its intersection with County Trunk Highway “L,” northerly to the territorial limits of the Town of East Troy.

The entirety of Bell School Road.

The entirety of Carver School Road.

The entirety of Honey Creek Road.

The entirety of Miller Road.

The entirety of Hamms Road.

The entirety of Colbo Road.

b.    From the “fixed limits” as specified by the provisions of Wis. Stat. § 346.57, to 35 miles per hour for all vehicles at all times at the following locations:

St. Peters’ Road from its intersection with County Trunk Highway “ES,” westerly, to its intersection with Townline Road.

State Trunk Highway “L” from a point 0.28 of a mile northeast of the Soo Line Railroad crossing, southwesterly to a point 0.49 of a mile of crossing, southwesterly to a point 0.49 of a mile southwest of said railroad crossing.

On Oakwood Lane from its intersection with County Trunk Highway “J” southerly for a distance of 0.60 of a mile.

On Stringers Bridge Road from its intersection with St. Peters Road, northerly to its intersection with County Trunk Highway “J.”

Army Lake Road from its south junction with Walworth County Trunk Highway “ES.”

East Shore Drive from a point 1.10 miles north of its intersection with Army Lake Road, northerly to its intersection with County Trunk Highway “J.”

State Trunk Highway 20 from its intersection with County Trunk Highway “ES” westerly to the eastern corporate limit line of the Village of East Troy.

The entirety of Division Road.

The entirety of Thiede Road.

The entirety of Stone School Road.

The entirety of Hillburn Mill Road.

From the “fixed limits” as specified by the provisions of Wis. Stat. § 346.57 and Wis. Admin. Code Trans-RR-1.14(1) to 35 miles per hour on Rural Rustic Road 126 from Stone School Road to Hillburn Mill Road. Said speed reduction is to promote the health, safety and general welfare of town residents by reducing the speed on this narrowed portion of the road that makes it difficult for two full sized vehicles from passing by each other at the same time. The width of the paved portion of Bell School Road, as part of Rustic Road 126, prior to Stone School Road is 22 feet. The width of Bell School Road, as part of Rustic Road 126, in the section between Stone School Road and Hillburn Mill Road, where the speed limit is being decreased, is only 16.5 feet.

c.    From the “fixed limits” as specified by the provision of Wis. Stat. § 346.57 to 30 miles per hour for all vehicles at all times at the following locations:

State Trunk Highway 20 from the west corporate limit line of the Village of East Troy to a point 0.30 of a mile west of its intersection with Beulah Avenue located in the Village of East Troy.

d.    From the “fixed limits” as specified by the provisions of Wis. Stat. § 346.57, to 25 miles per hour for all vehicles at all times at the following locations:

Juniper Street from Miramar Road southerly to Miramar Drive.

Hickory Street from Miramar Road southerly to Miramar Drive.

Cedar Avenue from Miramar Road southerly to Miramar Drive.

Maple Street from Miramar Road southerly to Miramar Drive.

Ash Street from Miramar Road southerly to Miramar Drive.

Elm Street from Plum Drive southerly to Miramar Drive.

Walnut Street from Miramar Road southerly to Miramar Drive.

Plum Drive from Walnut Street easterly to Miramar Drive.

White Oak Drive from Walnut Street easterly to Pine Street.

Harmony Lane from Miramar Road easterly and southerly to Miramar Road.

Spleas Skoney Road from Miramar Drive southerly and westerly to its termination.

Lake Road from Romadka Park Road westerly to Oakwood Lane.

Romadka Park Road from Walworth County Trunk Highway “J” southerly to Lake Road.

Horseshoe Lane from Walworth County Trunk Highway “J” southerly to its termination.

Fairway Road from Horseshoe Lane easterly to East Troy Drive.

Woodfield Court from Walworth County Trunk Highway “J” southerly to its termination.

New Deal Avenue from its intersection with Stringers Bridge Road westerly for a distance of 0.38 of a mile.

East Shore Road from its intersection with Army Lake Road northerly for a distance of 1.10 miles.

Miramar Drive from its intersection with Walworth County Trunk Highway “L” northwesterly to its intersection with Pine Street, then westerly to its intersection with Walnut Street.

Southshore Drive from its intersection with Army Lake Road northerly and easterly for a distance of 0.80 of a mile.

Beach Road from its intersection with Walworth County Trunk Highway “ES” westerly to its intersection with East Shore Drive.

Beulah Heights Road from its intersection with Country Club Lane easterly for a distance of 0.90 of a mile.

Beulah Lane from Stewart School Road to East Shore Road.

Townline Road from its intersection with State Trunk Highway 20, northerly for a distance of 0.65 of a mile.

Miramar Road from its intersection with Walworth County Trunk Highway “ES” easterly to its intersection with Stone School Road.

Pine Street from its intersection with Miramar Drive northerly to its intersection with Miramar Road.

Valley Road from its intersection with Townline Road easterly to its termination.

Beulah Meadows Road.

Wolf Way from Walworth County Trunk Highway “J” northerly to its termination.

Hidden Oaks from Stewart School Road to Beach Road.

Oak Hills Road from its intersection with State Trunk Highway 20, for the entire length of the road, to the cul-de-sac.

Greystone Circle from its intersection with Stone School Road, for the entire length of the road, to the cul-de-sac.

Eastwood Drive from its intersection with Miramar Road, for the entire length of the road, to the cul-de-sac.

East Troy Drive from its intersection with Miramar Drive, for the entire length of the road.

The entirety of Division Road.

The speed limit for all roads within the Troy Hill Estates Subdivision shall be 25 miles per hour, to wit:

The entirety of Crest Hill Drive.

The entirety of Leasure Way.

The entirety of Troy Hill Court.

The entirety of Leasure Court.

The entirety of Troy Hill Lane.

e.    The speed limit from Beulah Lane Road and East Shore Road to Thistle Lane is reduced from 25 to 15 miles per hour pursuant to Wis. Stat. § 346.57(4)(i) with the authority granted in Wis. Stat. §§ 349.11(1) and (3)(c). The speed reduction found in this section is based upon a traffic engineering study showing a percentage of drivers exceeding the posted limit. Additionally, said speed reduction adjoins lands adjacent to the Town roads that are zoned as park land on one side of the road with lake frontage and a sailing school for minor children on the opposite side of the Town road.

2.    The aforementioned section changes reduce the speed limit on St. Peters Road between County Trunk Highway “ES” at its intersection with Townline Road from 45 miles per hour to 35 miles per hour. This speed reduction is based upon the Town Board’s finding that said area has a sufficient number of residences and safety concerns so as to require a lesser speed, the same constituting a semi-urban speed zone.
