The Town Board shall approve an application form and may adopt policies to supplement the mandates of this chapter, which if adopted, shall be posted at the Town Hall, imposing additional requirements regarding use of the Town Hall. (Ord. 2013-4 § 1. 2008 code § 1.24(1))
12.80.020 Who may use.
Any residents, businesses, property owners or organizations (hereinafter collectively referred to as “applicant”) in the Town of East Troy may make application to use the Town Hall for purposes of conducting meetings or activities not in contradiction to or in violation of federal, state or local laws or ordinance, provided said applicant complies with all applicable provisions of this chapter. Use will be granted on a first-in-time basis, to be determined by the date and time of application. Applications shall reserve use of the Town Hall for a time period of no greater than six months or date no later than six days from the date of application, unless approved by the Town Board. 12.80.030 Applications for use.
Applicants wishing to use the Town Hall must complete the application form attached to the ordinance codified in this section and incorporated herein by reference, which is available at the Town Hall. The application shall specify:
1. The intended activity to be conducted in the Town Hall;
2. The number of persons expected to attend;
3. The names and addresses of all legally responsible parties;
4. The dates and times of desired use and two alternative dates;
5. The date and time of the application which the Clerk shall supplement by the date and time of receipt; and
6. The name, address, title or representative capacity, and phone number of the applicant, and shall delineate the responsible party/representative with that party’s name, address and phone number. (Ord. 2024-4 § 1; Ord. 2013-4 § 1. 2008 code § 1.24(3))
12.80.040 Granting or denial of the permit.
The Town Clerk shall review and approve all applications to use the Town Hall at the time of application. If the Clerk is not available at that time of application, a Town employee or authorized staff member shall preliminarily review and conditionally grant the application subject to the Town Clerk’s final approval. The Clerk may require additional information if there is any question regarding compliance with this chapter and may defer approval of such application to the Town Board if the Clerk, in the Clerk’s discretion, warrants further review or conditions that the Clerk may deem to be appropriate in conjunction with approval of such permit request. The Clerk or the Town Board may deny any application if the applicant has previously violated this chapter, has previously damaged the Town Hall, resides or is located outside the Town of East Troy, or if the intended use may include an unlawful purpose or is requested for political purposes. 12.80.050 Liability.
The persons or organization indicated on the application as the legally responsible party shall be liable to the Town for any and all damage to the Town Hall and for any other costs that may be incurred by the Town as a result of the use. (Ord. 2024-4 § 2; Ord. 2013-4 § 1. 2008 code § 1.24(5))
12.80.060 Rules of use.
The following rules are to be followed by all persons or organizations that may use the Town Hall:
1. No alcoholic beverages or drugs.
2. No smoking.
3. No use of the Town Hall for purposes of financial gain.
4. No damage to or removal of fixtures or property of the Town from the Town Hall.
5. All garbage shall be removed from the premises and premises shall be left in a clean condition.
6. Chairs, tables, desks and any other item moved shall be returned to their locations and arranged to be the same as they were found prior to usage.
