3.460 Finance Director.

(1) There is hereby created the office of Finance Director for the City of Manitowoc.

(2) Duties. The Finance Director shall act as the Treasurer for the City of Manitowoc and shall assume all duties of the Treasurer under the Wisconsin Statutes and the Municipal Code. In addition, the Finance Director shall assume the duties of the Comptroller under the Wisconsin Statutes and any other provision of the Municipal Code.

(3) Bond Not Required. Pursuant to Wis. Stat. § 70.67(2), the Finance Director shall not be required to give a performance bond and the City of Manitowoc hereby obligates itself by ordinance to pay in case the Finance Director shall fail to do so all taxes of any kind required by law to be paid by the Finance Director to the County Treasurer.

(4) Purchasing Agent. The Finance Director shall act as the Purchasing Director for the City. The Finance Director is empowered to ensure all City purchases comply with both the City budget and the City Guidebook for Purchasing, Budget, and Accounting Policies, as amended from time to time.
