30.010 Authority.

(1) The ordinance codified in this chapter is adopted by the City of Manitowoc pursuant to its police powers and under the authority granted by Wis. Stat. § 281.33. This chapter supersedes all conflicting and contradictory stormwater management regulations previously enacted under Wis. Stat. § 62.23. Except as specifically provided for in Wis. Stat. § 281.33, Wis. Stat. § 62.23 applies to this chapter and to any amendments to this chapter.

(2) The provisions of this chapter are deemed not to limit any other lawful regulatory powers of the same governing body.

(3) The City of Manitowoc hereby designates the Director of Public Works to have the administering authority to administer and enforce the provisions of this chapter.

(4) The requirements of this chapter do not preempt more stringent stormwater management requirements that are imposed by WPDES Stormwater Permits issued by the Department of Natural Resources under Wis. Stat. § 283.33.
