2.18.010 Duties generally.

The mayor shall preside at council meetings, act as ceremonial head of the city, and sign documents on the city’s behalf upon council authorization. (Ord. 77-6 § 2 (part), 1977; Ord. 84-8, 1984; Ord. 86-8 § 1, 1986.)

2.18.020 Additional duties.

The mayor shall, in addition to the powers and duties conferred on the office by Section 2.18.010:

A.    Sign the special assessment rolls;

B.    Act as ex officio chairperson of the board of adjustment for matters of building and zoning regulations of the city;

C.    Act as ex officio chairperson of the board of equalization for matters of taxation and special assessments; and

D.    Act as ex officio chairperson of the canvassing committee for elections. (Ord. 77-6 § 2 (part), 1977; Ord. 84-8, 1984; 86-8 § 1, 1986.)

2.18.030 Mayor’s vote and veto.

A.    The mayor may take part in the discussion of a matter before the council but may vote only in the case of a tie.

B.    The mayor may veto any ordinance, resolution, motion or other action of the council and may, by veto, strike or reduce items in appropriation ordinances except for school budget items. The mayor shall submit to the council before its next regular meeting a written statement advising of his or her veto and giving his or her reasons. A veto is overridden by the vote of two-thirds of the authorized membership of the council in accordance with Section 2.09.180 herein. (Ord. 84-8, 1984; Ord. 86-8 § 1, 1986.)

2.18.040 Qualifications—Election—Term.

A.    The mayor shall be a qualified elector of the city and shall have been a resident of the city or of territory annexed to the city, or shall have had a combination of residence in the city and in the annexed territory for a period of not less than one year preceding the date of filing nominating petitions for election.

B.    The mayor is elected at large for a term of three years and until a successor is elected and has qualified.

C.    The mayor’s regular term begins on the first Monday following certification of the mayor’s election. (Ord. 77-6 § 2 (part), 1977; Ord. 84-8, 1984; Ord. 86-8 § 1, 1986.)

2.18.050 Removal from office.

The council may, with concurrence of two-thirds of its members, remove the mayor from office for a conviction of a violation of AS 15.13 or a felony or misdemeanor described in AS 15.56 as a corrupt practice. The council shall consider the conviction during its first meeting following final determination of the conviction. (Ord. 84-8, 1984; Ord. 86-8 § 1, 1986.)

2.18.060 Vacancy.

A vacancy in the office of mayor occurring within six months of a regular election shall be filled by the council. The person designated shall serve until the next regular election and until a successor is elected and has qualified. If a councilmember is chosen, he or she shall resign his or her council seat. If a vacancy occurs more than six months before a regular election, the council shall call a special election to fill the unexpired term. 2.18.070 Succession.

Should the office of mayor become vacant or should the mayor be absent or unable to perform the duties of the office of mayor, the order of interim succession shall be determined as follows:

A.    The council member with the longest total period of tenure in office shall assume the office of mayor pro tempore.

B.    Should more than one councilmember have the same total period of tenure in office, that councilmember who received the largest plurality at the last election at which such council members were elected shall assume the office of mayor pro tempore. 2.18.080 Compensation.

Other than reimbursement of expenses, the mayor shall serve without compensation except as prescribed by Section 2.03.040 of this code. The salaries or compensation shall not be changed during his or her term of office unless in accordance with AS 29.20.620. (Ord. 77-6 § 2 (part), 1977; Ord. 84-8, 1984; Ord. 86-8 § 1, 1986.)
