2.28.010 Employment of public officials and employees.
a. The City shall adopt a uniform system of personnel regulations for personnel administration of all nonelected employees of the City, except where the regulations contradict specific provisions of a negotiated contract.
b. The City personnel regulations shall be adopted by Council resolution and administered by the City Manager. [Ord. 90-38 § 1, 1990. Code 1981 § 1.38.010].
2.28.020 Equal employment opportunity.
The public policy of the City of Homer is declared to be equal opportunity for all persons and, in furtherance thereof, the City’s personnel regulations shall reflect a system for the recruitment of applicants and selection, promotion and training of employees based upon relative ability, knowledge, skills and merit. A person may not be appointed to or removed from City office or in any way favored or discriminated against with respect to a City position or City employment because of the person’s race, color, sex, creed, national origin, age, veteran or marital status, physical handicap or, unless otherwise contrary to law, because of the person’s political opinions or affiliations.
