2.35.010 Appointment of manager.

(a) The city council shall appoint the city manager by a majority vote of its membership. A manager is chosen on the basis of administrative qualifications and receives the compensation set by the city council. A member of the city council may not be appointed city manager sooner than one year after leaving office, except by a vote of three-fourths of the authorized membership of the city council.

(b) Subject to the contract of employment, the city manager holds office at the pleasure of the city council. The position of city manager is a managerial and confidential position wholly exempt from the classified service. (Ord. O-93-6-6 § 1 (part), 1994)

2.35.020 Powers and duties of manager.

The manager may hire necessary administrative assistants and may authorize an administrative official to appoint, suspend or remove subordinates. As chief administrator the manager shall:

(a) Appoint and, by written order, suspend or remove city employees and administrative officials, and may authorize appointed administrative officers to appoint, suspend or remove subordinates in their departments, except as provided otherwise by the provisions of Alaska law adopted by this city;

(b) Supervise the enforcement of municipal law and carry out the directives of the city council;

(c) Prepare and submit an annual budget and capital improvement program for consideration by the city council, and execute the budget and capital improvement program adopted;

(d) Make monthly financial reports and other reports on municipal finances and operations as required by the city council;

(e) Exercise custody over all real and personal property of the municipality, except city property legally in the custody of the school district;

(f) Perform other duties required by law or by the city council;

(g) Serve as personnel officer, unless the city council authorizes the manager to appoint a personnel officer; and

(h) Fix by regulations the compensation, job classification and terms of employment of all city employees, administrators and administrative assistants. (Ord. O-93-6-6 § 1 (part), 1994)

2.35.030 Acting city manager.

During the city manager’s absence or disability, the city council shall designate by resolution an official to act as city manager. (Ord. O-93-6-6 § 1 (part), 1994)
