2.55.010 Created – Composition.

There is hereby created a volunteer ambulance service for the town which shall consist of a director, an assistant director, and as many volunteer ambulance drivers or operators that may be deemed necessary from time to time by the council. [Code 1983 § 4-3-1.]

2.55.020 Intergovernmental agreement – Rules and regulations.

The volunteer emergency medical service shall be operated and managed in accordance with an existing intergovernmental agreement with the town of Snowflake, Arizona, and shall be governed by and shall abide by the terms of said agreement; in addition, the service shall be operated and managed in accordance with such departmental rules and regulations, not in contravention of said agreement, as may from time to time be adopted by the council. 2.55.030 Compensation.

The director, assistant director and volunteer drivers and attendants shall be compensated as may be determined by the council. [Code 1983 § 4-3-3.]

2.55.040 Appointment of, common powers and duties of director.

The director of the ambulance service shall be appointed by the council and shall serve during the pleasure of the council. It shall be the duty of the director to:

A. Be accountable to the council for the personnel, morale and general efficiency of the town of Taylor contingent of the ambulance service.

B. Ensure compliance by the town of Taylor with said governmental agreement and direct the operations of the town of Taylor contingent of the ambulance service. Ensure the continued eligibility of the ambulance service for license and compliance with the terms of said license by the town of Taylor contingent of the ambulance service.

C. Recruit and expedite the training and certification of ambulance drivers and attendants.

D. Keep complete records of all calls and other information about the work of the service, open accounts for inspection, and furnish the council such information upon request.

E. Make a complete annual report in writing to the council within one month after the close of the fiscal year, such report to include record of calls, inspections, apparatus and equipment, personnel, comparative data from previous years, recommendations for improvement, and such other information as the council may direct.

F. Demote, dismiss or expel any member of the department for neglect or refusal to perform departmental duties, subject to the right of any member so demoted, dismissed or expelled to appeal to the council.

G. Appoint an assistant director from the membership of the service. [Code 1983 § 4-3-4.]

2.55.050 Appointment and duties of ambulance personnel.

Ambulance personnel shall be appointed at such time and in such manner as the council may deem necessary. Such appointees shall be able-bodied persons whose community activities are normally within the confines of the town, and have telephones in their homes. Such personnel shall be subject to supervision by the director and the assistant director. It shall be the duty of such personnel to obtain and maintain such training and/or certification as may be required by state law, rule or regulation. [Code 1983 § 4-3-5.]

2.55.060 Providing ambulance service outside the town.

The ambulance service shall provide emergency medical assistance to any person within the limits for the town and shall provide such services outside said limits within a reasonable radius of the town and within any area required either by intergovernmental agreement, state or county regulation or which the town council may authorize.
