2.50.010 Created – Composition.

There is hereby created a police department for the town which shall consist of a chief of police who shall also serve as town marshal, and as many policemen as may from time to time be deemed necessary by the council for the safety and good order of the town. [Code 1983 § 4-1-1.]

2.50.020 Appointment of officers.

The chief of police shall be appointed by the council and shall serve at the pleasure of the council. The council shall appoint as many policemen as may from time to time be deemed necessary for the safety and good order of the town. [Code 1983 § 4-1-2.]

2.50.030 Compensation of officers.

The chief of police and the policemen of the town shall be compensated as determined by the council. The chief of police shall not receive any perquisites, commissions, or compensations for his services as chief of police, town marshal or tax collector, except as the council may prescribe. [Code 1983 § 4-1-3.]

2.50.040 Departmental rules and regulations.

The police department shall be operated and managed in accordance with such departmental rules and regulations as may from time to time be adopted by the council. [Code 1983 § 4-1-4.]

2.50.050 Duties of police department.

It is the duty of the police department, under the direction of the chief of police, to:

A. Enforce this code and noncode ordinances of the town, and the statutes of the state of Arizona within jurisdictional limits as conferred by law and to arrest and charge the violators thereof.

B. Take charge of the town jail and all prisoners confined therein, and all those who are sentenced to labor on the streets or public works of the town, and to see that orders and sentences with reference to such are fully executed and complied with.

C. Deliver any persons who may be confined in the jail upon conviction of crime committed under the jurisdiction of the magistrate’s court to any authorized officer of the town who shall at any time demand such prisoners. Any such authorized person so demanding and receiving such prisoners shall work such prisoners on the streets or alleys of the town or on any and all authorized work as may be determined by the council.

D. Render such account of the police department, its duties, and receipts as may be required by the council, and keep records of the police department open to inspection by the council at any time.

E. Direct traffic and ensure the orderly flow thereof and investigate and make reports of traffic accidents.

F. Inspect and ascertain the condition of traffic-control devices of every description which have been erected within the town on the authority of the council and to notify the council of any defects found therein.

G. Perform such additional duties as may be required by the council.

H. Collect license fees and taxes as required by this code. [Code 1983 § 4-1-5.]

2.50.060 Answering calls outside the town.

The members of the police department of the town are duly authorized to answer calls for aid and assistance beyond the corporate limits of the town whenever the chief of police in his discretion shall deem it necessary to protect lives and property. [Code 1983 § 4-1-6.]

2.50.070 Reserve police officer system established.

There is hereby established in and for the town a police reserve system. [Code 1983 § 4-1-7.]

2.50.080 Definitions.

A. “Chief of police” means the chief of police of the town of Taylor.

B. “Town” means the town of Taylor, Arizona.

C. “Code” means the Taylor Town Code.

D. “Reserve police officer” means an adult person appointed as a “reserve police officer” by the chief of police at his discretion under the authority of this chapter. [Code 1983 § 4-1-8.]

2.50.090 Purpose of reserve police officers.

The purpose of the appointment of reserve police officers is to preserve the public peace and to promote general welfare of the town by giving authority to certain persons to assist regular police officers of the town in enforcing town ordinances and state statutes. [Code 1983 § 4-1-9.]

2.50.100 Appointment of reserve police officers by chief of police.

The chief of police is hereby authorized to appoint adult residents of Navajo County to be reserve police officers. Such officers shall serve under rules and regulations promulgated by the chief of police and approved by the town council of the town of Taylor, but in no event shall such officers have powers superior to those of private citizens except during such times as such officers are acting as reserve police officers under the general supervision of regular police officers of the town who are themselves on duty. 2.50.110 Qualifications for appointment – Applications.

The chief of police may determine qualifications for appointment in addition to those set forth in TTC 2.50.100 and shall pass on all applications for appointment as a reserve police officer; provided, that the council shall review all selections and any appointment by the chief shall be provisional until council confirmation. 2.50.120 Oath of office.

Every person appointed by the chief of police as a reserve police officer shall be sworn to faithful performance of his required duties as outlined by the chief of police. [Code 1983 § 4-1-12.]

2.50.130 Pre-assignment training.

The chief of police shall conduct a period of pre-assignment training for reserve police officers sufficient to enable said officers to properly and adequately perform their required duties. The chief of police may require such additional continuing training as he may find necessary. [Code 1983 § 4-1-13.]

2.50.140 Assignment to specific duties.

The chief of police shall have full discretionary authority to assign reserve police officers to such duties as shall be best suited to preserve the public peace and to promote the general welfare of the town. [Code 1983 § 4-1-14.]

2.50.150 Supervision by chief of police.

The chief of police shall be the sole supervisor of the duties of reserve police officers, but may delegate such authority to regular police officers as is necessary for the proper functioning of the police reserve system. [Code 1983 § 4-1-15.]

2.50.160 Compliance with police department regulations and acts of the council.

Reserve police officers shall adhere to and be governed by the rules and regulations laid down for the guidance of regular police officers insofar as such rules and regulations are applicable to and consistent with the special class of duty prescribed for reserve police officers by the chief of police. Reserve police officers shall also comply with all other applicable ordinances, rules and regulations adopted by the town council and with the instructions of the chief of police. 2.50.170 Official status of reserve police officers – Compensation.

A. Reserve police officers, while on duty in such capacity, shall have police powers equivalent to those of regular police officers, subject to such limitations as the chief of police may direct. Reserve police officers shall not be subject to or acquire any rights under the civil service rules of the town or the public safety personnel retirement system of the state of Arizona.

B. Reserve police officers shall receive no salary from the town or the police department. [Code 1983 § 4-1-17.]

2.50.180 Badge and uniform.

The chief of police shall specify the type of badge and type and color of uniform to be worn by reserve police officers. Such officers shall conform to the specifications as made by the chief and shall purchase uniforms at their own expense and at no cost to the town. Badges shall be supplied by the town. 2.50.190 Dismissal.

The chief of police shall have the authority to dismiss reserve police officers when he finds such dismissal to be in the best interests of the town, or when such officer fails to maintain active reserve police officer status. [Code 1983 § 4-1-19.]

2.50.200 Honorary appointments prohibited.

The chief of police shall not appoint any person as a reserve police officer who does not or will not serve as an active reserve police officer as specified herein. [Code 1983 § 4-1-20.]

2.50.210 Relation to other police officers.

The provisions of this chapter shall not be construed as altering, limiting or expanding the powers, duties and authority of both regular police officers and special police officers of the town. [Code 1983 § 4-1-21.]
