TRANSPORTATION AND PUBLIC WORKS

2.44.010 Department created.
There is created in the county a department of transportation and public works. (Ord. 1688 §2(part), 2009).
2.44.020 Responsibilities.
The department of transportation and public works shall be responsible for the various functions necessary to the operation and maintenance of the county-maintained road system of the county and roadway appurtenances, county waste management functions, and other duties as directed by the board. (Ord. 1688 §2(part), 2009).
2.44.030 Duties designated.
The department of transportation and public works shall furnish and perform the following services and duties:
A. Design, construct and maintain county roads and streets throughout the unincorporated area of the county and on occasion, as required, provide necessary engineering services related thereto, and otherwise perform the duties of road commissioner as defined by law;
B. Advise on the acquisition of property for highway and other related county purposes;
C. Furnish engineering and design services to county agencies having public works functions and as ordered by the board;
D. Supervise and administer any special districts under the jurisdiction of the board having public works functions;
E. Supervise and administer any county service areas having public works functions;
F. Control, inspect and define road and infrastructure standards for subdivision development;
G. Administer the construction, maintenance, operation and closure of county landfills;
H. Administer state-mandated waste recycling and reuse programs;
I. Perform accounting and other clerical duties necessary to the department of transportation and public works;
J. Perform any and all other services of a transportation or public works nature that may be ordered by the board. (Ord. 1688 §2(part), 2009).
2.44.040 Director--Qualification and duties.
A. The director of transportation and public works shall be the administrative head of the department of transportation and public works. The director of transportation and public works shall: (1) administer the department and carry out the general policies of the board in conformity with the estimate of expenditures fixed in the budget as finally adopted by the board or thereafter revised by appropriate action of the board; and (2) employ such assistants and employees as may be necessary, in conformity with the budget and county policies and procedures with respect to personnel, and subject to the approval of the board.
B. Pursuant to Streets and Highways Code Section 2006.1, all duties of the county road commissioner are transferred to the director of transportation and public works. The office of county road commissioner of Amador County is abolished. If the director of transportation and public works is not a registered civil engineer, any civil engineering functions that are required to be performed by the road commissioner shall be performed by a registered civil engineer acting under the authority of the director of transportation and public works. The director of transportation and public works shall not be required to have any special permit, registration or license.
C. The office of county engineer of Amador County is abolished. All duties of the county engineer under this code, statute or regulation are transferred to the director of transportation and public works. Any reference to "county engineer" in this code, statute or regulation shall mean the director of transportation and public works. If the director of transportation and public works is not a registered civil engineer, any civil engineering functions that are required to be performed by the county engineer shall be performed by a registered civil engineer acting under the authority of the director of transportation and public works. 2.44.050 Director--Appointment and removal.
The director of transportation and public works shall be appointed by a majority of the board of supervisors. The director of transportation and public works shall serve at the pleasure of the board and may be removed by a majority thereof. (Ord. 1688 §2(part), 2009).
