2.48.010 Created.

There is created a planning commission of the county in accordance with the provisions of Chapter 3, Title 7 of the Conservation and Planning Law of the state.  (Ord. 1375 §2(part), 1994).

2.48.020 Membership--Appointment.

The planning commission shall consist of five members, none of whom shall be officials or employees of Amador County.  Each supervisor shall nominate a member at the beginning of said supervisor’s first term of office and at the beginning of any succeeding term.  Said member shall reside in the supervisorial district of the nominating supervisor so that each supervisorial district is represented by one member.  Upon such nomination, the board shall vote on the appointment and the member shall be appointed if he or she receives the affirmative vote of a majority of all supervisors.  The term of office of each member shall be coterminous with each term of office of the nominating supervisor so that the member’s term of office shall automatically terminate at the end of each term of office of the nominating supervisor.  In order for the member to serve another term of office, the member must be nominated and appointed for the succeeding term of office.  (Ord. 1375 §2(part), 1994).

2.48.030 Removal.

Any member may be removed from office at any time with or without cause by the affirmative vote of a majority of the board.  (Ord. 1375 §2(part), 1994).

2.48.040 Vacancies.

Vacancies shall be filled in the same way as members are appointed and shall be for the remaining term of office of the supervisor who originally nominated the member.  (Ord. 1375 §2(part), 1994).

2.48.050 Compensation and travel expenses.

All members of the commission shall receive compensation for their attendance at regular or special meetings of the commission of one hundred dollars per meeting regardless of the number of meetings per month.  In addition, the members shall receive reasonable travel expenses to and from their home to the place of meeting of the commission, which are fixed at the current rate per mile established by the board of supervisors.  (Ord. 1507 §1, 2000:  Ord. 1375 §2(part), 1994).

2.48.060 Powers and duties.

The planning commission shall prepare and adopt a comprehensive, long term general plan for the physical development of the county, and of any land outside its boundaries, which in the judgment of the commission, bears relation to its planning, and shall have such other duties, functions and powers as are set forth in said Conservation and Planning Law of the state.  (Ord. 1375 §2(part), 1994).

2.48.070 Majority vote required.

The affirmative vote of a majority of all five planning commission members shall be required for action taken thereby to be effective.  In the event that less than five members of the planning commission are in office or are not present at a meeting at which action is proposed to be taken, the affirmative vote of three members of the planning commission shall be required for effective action of said planning commission.  (Ord. 1375 §2(part), 1994).
