16.60.010 Office of official numberer – Duties.
The building official of the city and/or designee(s) is hereby designated as the official numberer of buildings in and for the city. He or she shall be charged with the duty of assigning, and shall assign, to the various houses, buildings and structures within the city official numbers and street addresses in the city, which numbers shall be coordinated with the official street numbering system of the county of Los Angeles. Such numbers shall be assigned upon request of the property owner or authorized agent, and no charge shall be made for such assignment. Whenever a change or an extension of any street shall necessitate a change in the number of buildings, the building official shall designate the proper number. All street addresses shall be with reference to public streets unless, in the opinion of the director of community development, there is no public street reasonably available for the purpose. 16.60.020 Location and specifications for number signs.
The assigned number of a building shall be placed in the immediate area of the main door or entrance to the building. If the number is not visible from the street frontage, alley and/or public right-of-way, a separate posting of the number shall be made on the structure fronting a public right-of-way other than the street. Each figure of the number shall be at least four inches in height on residential properties and four inches in height on commercial properties, excepting fractional figures which may be no less than one-third of such size. Numbers shall contrast to the background on which they are located and the visibility of said numbers shall not be impaired with shrubbery or other obstructions. (Ord. 843 § 1, 2011).
16.60.030 Numbers assigned only by official numberer.
It shall be unlawful for any person other than the official numberer of buildings to assign to, or designate for, any house, building or structure within the city any official number or street address which purports to be an official number or street address. (Ord. 843 § 1, 2011).
16.60.040 Use of official number.
It shall be unlawful for any person to place, fix, display or exhibit in or upon any house, building or structure, or portion thereof, within the city, as the official number of such house, building or structure, or as a number which purports to be the official number thereof, any number other than the official number of such house, building or structure assigned thereto by such official numberer of buildings. 16.60.050 Owners to obtain official numbers.
All houses, buildings, and structures within the city, other than accessory buildings, shall be numbered with the number or numbers assigned thereto by the official numberer of said city as hereinabove contemplated, and it shall be unlawful for the owner, occupant or person in charge or control of any such house, building or structure required to have a number under the provisions of this section to fail or refuse to obtain and properly display upon any such house, building or structure the official number or numbers thereof, as hereinabove provided for. 16.60.060 Notice by building official – Time allowed for compliance.
It shall be the duty of the building official to notify all owners of property or persons in possession of property for which the official numbers have been established, as provided in this section, and the owners or persons in possession of property shall within 10 days after the notice has been served on them place the number or numbers allotted to said property upon said premises as required by BGMC 16.60.020; and all numbers other than the numbers so assigned under the provisions of this section shall be removed from the property by the owners or persons in possession of the property within 10 days from the service of the notice designating the appropriate numbers to be placed thereon. 16.60.070 Additional notice – Failure to comply.
Any person who is not in compliance with any provision of this chapter shall be issued a first order to comply. Any person receiving a first order to comply shall have 21 days to comply with this chapter. Any person that fails to comply with the first order to comply shall be issued a second order to comply. Any person receiving a second order to comply shall have an additional 21 days to comply with this chapter. Any person that fails to comply with the second order to comply shall be issued a final order to comply. Any person receiving a final notice to comply shall have an additional 21 days to comply with this chapter. Any person failing to comply with the final order to comply may be charged with an infraction or a misdemeanor in accordance with BGMC 1.12.010(D). Such orders to comply set forth herein shall be issued and sent by the building inspector by certified mail, with return receipt requested, and shall be deemed to be given when mailed.
