2.04.010 Meeting time and place.
A. The regular meeting of the city council shall be held the first, third and fourth Tuesdays of each month at the hour of 6:00 p.m. The fourth Tuesday will be devoted to workshops, study sessions, or closed sessions to the extent possible and will be canceled if not required.
B. The place of the first and third Tuesday regular meeting is the council chamber, City Hall, 250 East L Street, Benicia, California. The place of the fourth Tuesday regular meeting is the community center, 370 East L Street, Benicia, California. The location of the meeting may be changed by the city manager if it appears:
1. The council chamber or the community center is not large enough to accommodate the number of persons likely to attend any meeting; or
2. Special facilities in accordance with BMC Title 4 are required for a particular meeting.
C. Special meetings shall be held in accordance with BMC Title 4. (Ord. 21-07 § 2; Ord. 12-05 § 1; Ord. 12-01 § 1; Ord. 06-01 § 1; Ord. 84-4 N.S. § 1, 1984; prior code § 2-101).
2.04.020 Filling vacancies.
A. A special election shall be immediately called by the city council to fill every city council vacancy, except as set forth below, where the unexpired term of the former incumbent is greater than six months. The special election shall be held on the next regularly established election date not less than 114 days from the date of the vacancy.
B. Every city council vacancy created when a council member is elected to the mayor’s seat shall be filled by appointment by the city council within 30 days of the vacancy. Such appointee shall be the person who received the highest number of votes as a council member candidate at the same election as the mayor’s election but who was not elected to a city council seat. 2.04.030 Compensation and reimbursement of councilpersons.
Commencing on the date that one or more members of the city council begins a new term of office, after the adoption of the ordinance codified in this section, all city council persons, including the mayor, shall receive a salary of $418.00 per month, and in addition, shall be reimbursed for actual and necessary expenses incurred in the performance of official duties. 2.04.040 Additional compensation of the mayor.
Commencing on the date that one or more members of the city council begins a new term of office, after the adoption of the ordinance codified in this section, the mayor shall receive in addition to the salary and reimbursement set forth in BMC 2.04.030, the sum of $140.00 per month.
