LOCAL TAX OVERSIGHT BOARD

2.106.010 Establishment – Membership.

There is created in the city of Benicia a local tax oversight board. The board shall consist of seven members, consisting of the city treasurer who shall serve as chair, two members of the city council and four at large members. (Ord. 24-06 § 8).

2.106.020 Members – Qualifications.

To be eligible for appointment to the board, an individual shall have demonstrated interest in such things as finance, accounting, good governance, business administration, civic management and/or work in transparency and communications. Appointments shall be made to citizens living in Benicia. (Ord. 24-06 § 8).

2.106.030 Powers and duties.

The board shall have the following duties and powers:

A. Review on a quarterly basis the projected and actual receipts of tax proceeds from local use and transaction taxes, transient occupancy tax, and if applicable real property transfer tax;

B. If applicable, reconcile tax receipts for any special transaction and use tax to expenses for road maintenance;

C. Report to the city council on an annual basis the revenue received from the various local taxes and if applicable an accounting of expenses associated with any special tax related to road maintenance. (Ord. 24-06 § 8).
