Article I. Generally

12.04.010 Official base of City.

The official City base or datum plane for elevation in the City is established and fixed at an elevation of 353.679 feet below the level of the top of the cap of the existing iron pipe located in the southern sidewalk area of Main Street in said City at a point 10 feet northerly from the southern line of said Main Street, and 16 feet westerly from the western line produced of Lincoln Avenue, said iron pipe being a United States Geological Survey Bench Mark, marked “Elev. 354.”

12.04.020 Defining public streets and places.

The following are declared and established as public streets, thoroughfares, alleys, plazas, parks, and places within the corporate limits of the City: All streets, thoroughfares, highways, plazas, parks and places within the corporate limits of said City which:

A. Are marked or designated as such upon any map, plot or survey of said City or any portion thereof recorded or on file in the office of the County Recorder of the County;

B. Have been established as such by the Board of Supervisors of the County;

C. Have in any way been dedicated to public use;

D. Have been acquired by the public by right of prescription or otherwise.

Article II. Sidewalks

12.04.060 Width.

All cement concrete sidewalks constructed within a right-of-way of the City shall be a minimum width of four feet with relationship to property line and approved by the City Engineer.

12.04.070 Grade.

All sidewalks shall be brought to the proper subgrade, as established on an approved set of plans, and shall be inspected by the City Engineer.

12.04.080 Construction.

All cement concrete sidewalks shall be constructed in a manner consistent with the most recent City construction specifications as approved by the City Engineer.

Article III. Curbs and Gutters

12.04.090 Curbs.

All cement concrete curbs shall be constructed in a manner consistent with the most recent City construction specifications as approved by the City Engineer.

12.04.100 Gutters.

All cement concrete gutters shall be constructed in a manner consistent with the most recent City construction specifications as approved by the City Engineer.

Article IV. Roadways and Sidewalks

12.04.110 Roadways – Official width.

The official widths of roadways on streets in the City are established as follows:

A. Arterial Street Section. The arterial street section shall have an 84-foot right-of-way, a four-foot public utility easement on each side between the right-of-way line and the sidewalk and a six-foot sidewalk on each side with vertical curb and gutter. The roadway section shall be 64 feet between curb faces to comprise a 14-foot parking-bicycle lane, a 12-foot traveled lane, a 12-foot turning lane, a 12-foot traveled lane, and a 14-foot parking-bicycle lane.

B. Major Collector Street Section. The major collector street section shall have a 68-foot right-of-way, a four-foot public utility easement on each side between the right-of-way line and the sidewalk and a six-foot sidewalk on each side with vertical curb and gutter. The roadway section shall be 48 feet between curb faces to comprise a 12-foot parking-bicycle lane, two 12-foot traveled lanes and a 12-foot parking-bicycle lane.

C. Collector Street Section. The collector street section shall have a 60-foot right-of-way with a four-foot sidewalk placed against the right-of-way line and a six-foot planter adjacent to the sidewalk or a four-foot public utility easement placed against the right-of-way line and a six-foot sidewalk adjacent to the easement, with curb and gutter on each side of the street. The roadway section shall be 40 feet between curb faces to comprise an eight-foot parking lane, two 12-foot traveled lanes and an eight-foot parking lane.

D. Local Street Section. The local street section shall have a 56-foot right-of-way with a four-foot sidewalk placed against the right-of-way line and a six-foot planter adjacent to the sidewalk, or a four-foot public utility easement placed against the right-of-way line and a six-foot sidewalk adjacent to the easement with curb and gutter on each side of the street. The roadway section shall be 36 feet between curb faces to comprise an eight-foot parking lane, two 10-foot traveled lanes, and an eight-foot parking lane.

12.04.120 Roadway and sidewalks – Exceptions.

CMC 12.04.060 through 12.04.110 shall not apply to any street upon which the width of roadway or sidewalk has been or shall be established by action of the Council.

A. In cases where design flexibility is warranted upon recommendation of the Public Works and Planning and Building Directors, the Planning Commission may approve modifications to street design and/or construction materials. (Ord. 633 § 1, 2006).

12.04.130 Exceptions to position of curbs and width of roadways and sidewalks.

A. The position of curbs and widths of roadways and sidewalks on Lincoln Avenue from the northern line of Foothill Boulevard to a line drawn at right angles to the northwestern line of Lincoln Avenue at the intersection thereof with the western line of Wapoo Avenue, on Washington Street from the eastern line of First Street to the western line of Gerard Street, and on that portion of Railroad Avenue lying between the extension of the eastern and western lines of Lincoln Avenue as said Lincoln Avenue exists northerly of Washington Street, are fixed and established as shown on that certain map, entitled “Map Showing Official Curb Grades and Positions of Curbs on Lincoln Avenue, Washington Street between First Street and Gerard Street, and a portion of Railroad Avenue adjacent to Lincoln Avenue, Calistoga, California, May 1917, Walter N. Frickstad, Town Engineer,” filed with the City Clerk on May 11, 1917.

B. It is declared for the purposes of this chapter that the northwestern line of Lincoln Avenue between Railroad Avenue and Wapoo Avenue, as shown on the map referred to in subsection (A) of this section, is a line parallel to and distant 10 feet southeasterly from the northwestern line of Lincoln Avenue as shown on that certain map entitled “Map of Calistoga, Showing Its Extensions, Surroundings and the Hot Sulphur Springs, Napa County, California, Surveyed by T.W. Morgan,” and filed in the office of the County Recorder of the County, March 1, 1871.

C. Grant Street Section. The ultimate street width for Grant Street shall consist of the following four sections:

1. Stevenson Avenue to Lake Street right-of-way width and improvements shall not be modified with exception of the old warehouse property.

2. Lake Street to North Oak Street shall contain a 32-foot paved roadway with an eight-foot parking lane on the north side, concrete curb and gutter, an attached five-foot sidewalk located on the south side and designated as a Class III bike route.

3. North Oak Street to Mora Avenue shall contain a 30-foot paved roadway with a five-foot-wide Class II bike lane on the south side, concrete curb and gutter, and an attached and/or meandering concrete or asphalt five-foot sidewalk on the north side.

4. Mora Avenue to Myrtledale Road at the City limits shall contain a 24-foot paved roadway, five-foot natural parkway and a five-foot asphalt pathway on the south side, and designated as a Class III bike route.

Specific criteria for future review of development proposals along Grant Street and the ultimate engineering design of Grant Street have been established by City Council resolution. (Ord. 720 § 2, 2015; Ord. 633 § 2, 2006).
