2300 Councilmembers – Expenses.
The City Council having found and determined that the minimum expenses actually and necessarily incurred by each City Councilmember in performance of official duty at least equal the sum of $500.00 per month, effective July 1, 1999, reimbursement therefor shall be made by the City at the end of each calendar month without the necessity of presentation of an itemized accounting, receipts, vouchers or other documentation. Such reimbursement for regular actual and necessary expenses does not include expenditures which may be incurred in seminars, municipal officer meetings outside of the City, trips to Sacramento, Washington or other locations on City business, and in order to obtain reimbursement for expenses actually and necessarily incurred in connection with any such trips duly authorized by the City Council, or agency, receipts, vouchers or other itemized accountings shall be presented therefor. 2301 Councilmanic Salaries.
A. All members of the City Council shall receive as total wages/compensation for their services a monthly salary which shall be set at the “Low Income Limits” for a family of four (4) as set forth by the U.S. Department of Housing and Urban Development for the area including Los Angeles County for the year 2018, which amounts to $77,500 per year. As of the effective date of Ordinance No. 22-2206, said annual salary shall be increased by five (5) percent.1 Total wages/compensation exclude total retirement and health contributions.
B. The City shall not provide any additional compensation to members of the City Council for attendance at other meetings of the City or City-affiliated commissions, committees, subcommittees, and boards of directors. Future adjustments to the salaries of City Council members shall be in accordance with, and limited by, the provisions of law as set forth in Government Code Section 36516 or any successor provision thereto.
C. The Council may, by resolution, establish in detail the total wages/compensation and any non-wage/compensation benefits including, but not limited to, retirement and health contributions. (Ord. 19-1921, § 2; Ord. 22-2206, § 3)
2301.1 Mayoral Salary.
A. In addition to the total wages/compensation afforded to City Council members in CMC 2301, the Mayor shall, for the performance of mayoral duties, receive an additional amount equal to ten (10) percent of Council member total wages/compensation. Total wages/compensation excludes total retirement and health contributions.
B. This Section shall only apply to a person elected as Mayor by the voters of the City of Carson. Any person serving as acting Mayor or appointed Mayor shall be compensated as described in CMC 2301.
C. The Council may, by resolution, establish in detail the Mayor’s salary discussed in this Section and any non-wage/compensation benefits including, but not limited to, retirement and health contributions. (Ord. 19-1921, § 2)
2302 Repealed.
Repealed by Ord. 73-273. (Ord. 37, § 3)
2303 Clerk and Treasurer.
The City Clerk and City Treasurer shall receive, at stated times, compensation to be fixed by ordinance or resolution of the City Council. Such compensation shall be payable at the same time and in the same manner as salaries are paid to other officers of the City of Carson. This Section shall not be construed so as to preclude compensation of persons holding the office of Clerk or Treasurer for performance of duties other than those of Clerk or Treasurer, in such amounts as the City Council may from time to time determine by resolution. 2304 Other Officers and Employees.
The salaries and compensation of other officers and employees of the City shall be fixed and determined by resolution of the City Council. (Ord. 2, § 2302; Ord. 37, § 1)
Code reviser’s note: Ord. 22-2206 provides: “Payment of the foregoing adjustment, as amended in Section 2301 of the Carson Municipal Code, shall commence January 1, 2023.”
