UNMANNED AIRCRAFT SYSTEMS

41601 Purpose and Intent.
The purpose of this Chapter is to reasonably regulate the use of unmanned aircraft systems in order to promote public safety and protect people attending large venue special events. This Chapter is intended to operate in conjunction with the laws, regulation and policies of the Federal Aviation Administration (FAA). (Ord. 15-1569, § 1)
41602 Definitions.
(a) “Drone(s)” shall mean an unmanned aircraft or unmanned aircraft system (UAS) that can fly under the control of a remote pilot or by a global positioning system (GPS) guided autopilot mechanism including, but not limited to, toy or model airplanes, helicopters, and/or other similar personal and/or recreational devices.
(b) “Large venue special events” shall mean any event held in a public park or an open-air facility that is open to the public and intended to attract large groups of people. (Ord. 15-1569, § 1)
41603 Prohibitions.
Unless otherwise exempt under this Chapter, no person shall fly, deploy, or launch drones in airspace below four hundred (400) feet within a half-mile of any large venue special event, including but not limited to any Carson stadium, public parks, public facilities, including Cal State University Dominguez Hills sports facilities during large venue special events. 41604 Exemptions.
This Chapter shall not prohibit the lawful use of drones or UASs by any law enforcement agency. (Ord. 15-1569, § 1)
41605 Enforcement.
Violations of this Chapter are punishable pursuant to Chapter 2 (Penalty Provisions) of Article I (General Provisions). (Ord. 15-1569, § 1)
