2.18.010 Created.

There is created a commission to be known as the “parks and recreation commission” of the city. (Ord. 643 § 1, 1986)

2.18.020 Membership.

The parks and recreation commission shall consist of five members who are residents of Cerritos. Each councilmember shall appoint one commissioner, subject to approval of the city council. In addition to the five appointed members of the commission, the recreation services superintendent, the parks superintendent, and the community participation manager, or their designated representatives, shall be ex officio members. 2.18.030 Members—Terms of office.

2.18.040 Members—Absence—Removal.

Any commission member who absents himself from any three consecutive regular meetings of the commission, unless excused from such attendance by consent of the commission expressed by action of record in its minutes, or who is absent from a total of five regular meetings of the commission in any six-month period without such consent of the commission so expressed of record, shall thereby automatically forfeit his or her position or office as a member of the commission, and the name of such person shall be automatically removed from the membership of the commission immediately after the adjournment of any such third consecutive meeting or of any such fifth meeting in any such six-month period, as the case may be, at which such member has not appeared. The chairperson or the secretary of the commission shall thereupon promptly notify the city council, and any such person so ceasing to be a commissioner of such fact; whereupon the vacancy so created shall be filled by appointment pursuant to Section 2.18.010. 2.18.050 Purpose and duties.

The purposes and duties of the parks and recreation commission shall be as follows:

(1) To act in an advisory capacity to the city council and city staff in matters pertaining to acquisition, development and maintenance of public parks and recreational facilities and related projects at the specific request of the city council;

(2) To advise in the planning of the parks and recreational programs for the residents of the city;

(3) To promote and stimulate public interest and, to that end, to solicit to the furthest extent possible the cooperation of school authorities and other private and public agencies interested therein;

(4) To assist in the formulation of general policies on parks and recreational services for approval by the city council;

(5) To make periodic inventories of recreation services that exist or may be needed and to interpret the needs of the public to the city council and city staff;

(6) To review to parks and related aspects of the capital improvement program of the city;

(7) To review programs, provide input regarding policies, make recommendations regarding facility usage, and make other recommendations pertaining to parks, recreation and senior services to the city council. (Ord. 821 § 2, 2000; Ord. 643 § 5, 1986)

2.18.060 Records required.

The commission shall cause minutes to be kept of all its official acts and proceedings. (Ord. 643 § 6, 1986)

2.18.070 Excess appropriations for city officials.

The commission shall have no power or authority to bind or obligate the city or any officers or department thereof for any money, debt, undertaking or obligation of any kind in excess of the appropriation which the city council may have made for the purpose of the commission in any fiscal year. 2.18.080 Organization.

The commission shall elect a chairperson and vicechairperson and such other officer as may be required from among their membership. The commission shall elect its officers once every twelve months. Said election shall be made at the regular July meeting of the commission. The commission shall prepare and approve a set of by-laws. (Ord. 643 § 8, 1986)

2.18.090 Meetings.

The commission shall designate the time and place for the regular meeting of the commission provided that regular meetings of the parks and recreation commission shall be held monthly at the City Hall or such other time and location as the parks and recreation commission may by resolution provide. A majority of the members shall constitute a quorum. (Ord. 643 § 9, 1986)

2.18.100 Compensation.

Commissioners shall be paid such compensation as the city council may by resolution from time to time provide. (Ord. 643 § 10, 1986)
