15.32.010 Regulation.
The disposition of broken concrete, pavement materials and other waste building products from the demolition of streets, sidewalks, foundations or other construction, in and upon land within the city, is found and determined to be a matter which affects the health and welfare of the citizens of Cerritos and is a matter of serious concern to the city and its inhabitants. The regulation of such disposition of accumulation of such materials within the city and of the transportation of same along the streets of Cerritos, is necessary to the protection of the public health and welfare. 15.32.020 Transporting for dumping purposes unlawful.
Except as hereinafter provided, it is unlawful to haul, carry, convey, transport or import any broken concrete, pavement material or waste building material in the city from a point outside or within the boundaries of the city with the intention to dump, unload, place, deposit or dispose of the same in or upon any land within the city, or to dump, unload, place, deposit or dispose of the same in or upon any land within the city, except where such material is to be transported to, or deposited on, premises in the city where the dumping or disposal of such material has been lawfully authorized by action of the city council. 15.32.030 Exceptions.
The provisions of this chapter shall not be deemed to apply to the hauling, carrying, conveying or transporting of broken concrete, rock or other waste building materials into, in or along the streets and highways within the city, for deposit or disposition of same in or upon land for the purpose of constructing public or private roads, easements, driveways or streets, or for the purpose of constructing base for concrete or other pavement. 15.32.040 Penalty for violation.
Any person violating any provision of this chapter is guilty of a misdemeanor. Upon conviction thereof he shall be punishable by a fine not to exceed five hundred dollars, or by imprisonment in the county jail for not to exceed six months, or by both such fine and imprisonment. Each separate day or any portion thereof during which any violation of this chapter occurs or continues constitutes a separate offense and upon conviction thereof shall be punishable as herein provided.
