CITY DEVELOPMENT SYSTEM

20.20.100 Overview.
This city development code provides for a system of coordinated and positive development control consisting of three basic components as follows:
(1) A general plan of the city shall set forth the general, overall, and long-range objectives, goals, policies, principles, standards and patterns of development contemplated. The general plan shall include, but not be limited to, such elements as are required by state law to be adopted;
(2) A development plan of the city shall be based upon and more detailed than the general plan and shall set forth the regulations, criteria, and standards to be applied in the development areas and zones of the city. Further, the boundaries of the development areas and zones of the city shall be precisely located in the development plan, rather than generally located as in the general plan.
(3) Precise plans which are definite plans for development for each parcel of property and shall include, and not be limited to plans for the location of buildings, parking areas, circulation, and landscaping. Precise plans shall conform to the development plan of the city and, when approved, shall serve as a master authorization for the development of property. Other permits such as building permits, sign permits, grading permits, street construction or encroachment permits and certificates of occupancy shall be issued only if the application conforms to an approved precise plan.
It is also intended that public improvement projects be based upon the general plan and the development plan of the city and that such project plans shall be approved as precise plans. (Ord. 346 § 1 (part), 1972)
