10.28.010 Definitions.
The following words, when used in this title, shall for the purpose of this chapter have the meanings respectively ascribed to them in this section:
“Parallel parking” means to stand a vehicle parallel to the curbing or street right-of-way, where curbs are installed. The two right-hand wheels of the vehicle must be within one foot or twelve inches of the curb or regularly established curbline.
“Park” means to stand a vehicle, either attended or unattended, for a period of time greater than is reasonably necessary for the actual loading or unloading of persons and materials.
“Vehicle” means a device in, upon or by which any person or property is or may be propelled, moved or drawn upon a highway, road or street, and includes a motor vehicle as defined in the Vehicle Code of California. (Ord. 219 §§ 17, 17.1-17.3, 1965)
10.28.020 Restrictions requiring state approval.
Whenever a parking restriction is placed on any street or road that is under the control of the California State Highway Department, prior approval must be obtained from the California State Highway Department and must be received before the enforcement can be put into effect. 10.28.030 Markings for parking spaces.
A. The city traffic engineer is authorized to install and maintain parking space markings to indicate parking spaces adjacent to curbings where authorized parking is permitted.
B. When such parking space markings are placed on the highway, subject to other and more-restrictive limitations, no vehicle shall be stopped, left standing or parked other than within a single space, unless the size or shape of such vehicle makes compliance impossible. (Ord. 219 § 11.6, 1965)
10.28.040 Parallel parking—Procedures.
All vehicles parking on the city streets shall park in a parallel position with the curbs or street property line, and facing in the direction of the traffic flow, unless proper signs are installed directing parking in a different pattern than directed in this section. (Ord. 219 § 17.5, 1965)
10.28.050 Parallel parking—One-way streets.
A. Subject to other and more-restrictive limitations, a vehicle maybe stopped or parked within eighteen inches of the left-hand curb facing in the direction of traffic movement upon any one-way street, unless signs are in place prohibiting such stopping or standing.
B. In the event a highway includes two or more separate roadways and traffic is restricted to one direction upon any such roadway, no person shall stand or park a vehicle upon the left-hand side of such one-way roadway unless signs are in place permitting such standing or parking.
C. The city traffic engineer is authorized to determine when standing or parking shall be prohibited upon the left-hand side of any one-way street, or when standing or parking may be permitted upon the left-hand side of any one-way roadway of a highway having two or more separate roadways, and shall erect signs giving notice thereof.
D. The requirement of parallel parking imposed by this section shall not apply in the event any commercial vehicle is actually engaged in the process of loading or unloading freight or goods, in which case such vehicle may be backed up to the curb, provided that such vehicle does not extend beyond the centerline of the street and does not block traffic thereby. 10.28.060 Diagonal parking.
A. On any of the streets or portions of streets established by resolution of the council as diagonal parking zones, when signs or pavement markings are in place indicating such diagonal parking, it is unlawful for the operator of any vehicle to park such vehicle except:
1. At the angle to the curb indicated by signs or pavement markings allotting space to parked vehicles and entirely within the limits of such allotted space;
2. With the front wheel nearest the curb within six inches of the curb.
B. The provisions of this section shall not apply when such vehicle is actually engaged in the process of loading or unloading passengers, freight or goods, in which event the provisions applicable in Section 10.28.050 of this title shall be complied with. (Ord. 219 § 11.5, 1965)
10.28.070 Twenty-minute parking.
A. Green curb marking shall mean no standing or parking for a period of time longer than twenty minutes at any time between nine a.m. and six p.m. on any day except Sundays and holidays.
B. When authorized signs, parking meters or curb markings have been determined by the city traffic engineer to be necessary and are in place giving notice thereof, no operator of any vehicle shall stop, stand or park such vehicle adjacent to any such legible curb marking or sign or parking meter in violation thereof. 10.28.080 Forty-minute parking.
When authorized signs, parking meters or curb markings have been determined by the city traffic engineer to be necessary and are in place giving notice thereof, no operator of any vehicle shall stop, stand or park such vehicle between the hours of nine a.m. and six p.m. of any day, except Sundays and holidays, for a period of time longer than forty minutes. 10.28.090 One-hour parking.
When authorized signs, parking meters or curb markings have been determined by the city traffic engineer to be necessary and are in place giving notice thereof, no operator of any vehicle shall stop, stand or park such vehicle between the hours of nine a.m. and six p.m. of any day, except Sundays and holidays, for a period of time longer than one hour. (Ord. 219 § 11.2, 1965)
10.28.100 Restricted one-hour parking.
All the following streets, when properly marked as prescribed in this title, shall have a parking time limit of one hour between the hours of eight a.m. and six p.m., except on Sundays and holidays:
A. West Street between Railroad Avenue and Third Street, both sides;
B. Lake Street between West Street and Main Street, both sides;
C. First Street between West Street and Main Street, both sides;
D. First Street between West Street and Commercial Street, both sides;
E. Broad Street between West Street and Main Street, both sides;
F. East Second Street between West Street and Main Street, both sides;
G. West Second Street between West Street and Commercial Street, both sides;
H. Main Street between Lake and Broad Street, both sides;
I. East Second Street between North West Street and North Main Street, both sides. (Ord. 219 § 17.4, 1965)
10.28.110 Two-hour parking.
When authorized signs, parking meters or curb markings have been determined by the city traffic engineer to be necessary and are in place giving notice thereof, no operator of any vehicle shall stop, stand or park such vehicle between the hours of nine a.m. and six p.m. of any day, except Sundays and holidays, for a period of time longer than two hours. (Ord. 219 § 11.3, 1965)
10.28.120 Specific no-parking areas.
It is unlawful to park any vehicle in the following areas as specified, when the area is properly posted as prescribed by this title:
A. No parking on the west side of West Street between the intersection of North Street with West Street and a point in the curb southerly two hundred eighty-five feet from the south line of North Street at the location of the state flashing beacon, between eight a.m. and four p.m. on days when school is in session;
B. No parking at the United States Post Office Building on the south side of Broad Street for a period longer than twelve minutes between the hours of eight a.m. and six p.m., except Sundays and holidays;
C. Repealed.
D. No parking at any time on the east side of West Street, from the intersection at Lake Street south for a distance of twenty-five feet;
E. No parking at any time on the west side of West Street, from the intersection at Healdsburg Avenue for a distance of forty-five feet south;
F. A loading zone twenty-five feet in length with a time limit of twenty minutes shall be established at the Cloverdale Nursery property located at 530 North West Street;
G. A loading zone with a time limit of fifteen minutes shall be established on the east side of West Street from the corner of Broadside and West Street northerly for a distance of forty feet. (Ord. 480-94 § 1, 1994; Ord. 219 § 17.6, 1965)
10.28.130 All night parking limitations.
No person shall stop, stand or park a vehicle on any street for a period of time longer than thirty minutes between the hours of two a.m. and four a.m. of any day, provided that this section shall not apply to a vehicle of any regularly licensed physician when actually engaged in making professional calls. (Ord. 219 § 11.8, 1965)
10.28.140 Truck parking restrictions.
No person shall stop, stand or park a motor truck having an unladen weight of six thousand pounds or more, and every truck and tractor irrespective of weight, and every trailer or semitrailer on any street for a period of time longer than one hour any time of the day, except for the purpose of loading or unloading the cargo of such vehicles. 10.28.150 No-stopping zones.
A. The city traffic engineer shall designate established no-stopping zones by placing and maintaining appropriate signs indicating that stopping of vehicles is prohibited, and indicating the hours and days when stopping is prohibited.
B. During the hours and on the days designated on the signs, it is unlawful for the operator of any vehicle to stop such vehicle on any of the streets or parts of streets established by resolution of the council as no-stopping zones. (Ord. 219 § 11.7, 1965)
