10.20.010 City traffic engineer.

In addition to any other duties and responsibilities imposed by this title and other provisions of this code or state law, the city engineer shall be responsible for the following:

A. The designation, location and removal of no parking zones and red zones (except bus red zones);

B. The designation, location and removal of stop signs and yield signs;

C. Recommendations to the city council on appropriate street engineering standards, including the designation, location and removal, through streets, road undulations, commercial vehicle prohibitions, school zones, one-way streets, traffic signals, keep clear locations, and permanent street closures;

D. Recommendations to the city council on maximum posted speed limits, based on the requirements of the California Vehicle Code. (Ord. 850 § 2, 2015: Ord. 785 § 1(part), 2006).

10.20.020 Police chief.

A. The police chief shall be responsible for enforcement of traffic regulations, investigation of traffic accidents, and other duties imposed by this title, other traffic ordinances, or state law.

B. The police chief shall be responsible for enforcement of the California Vehicle Code and any provisions of this code pertaining to the removal of abandoned, wrecked, dismantled, or inoperative vehicles on private or public property.

C. In the absence of the traffic engineer, the police chief shall assume the responsibilities as defined in Section 10.20.010. (Ord. 785 § 1(part), 2006).

10.20.030 Procedures on appeal from city traffic engineer decisions.

A. An appeal from a decision, finding or order of the city traffic engineer made under Section 10.20.010 must be filed in the office of the city manager within ten business days of the city traffic engineer’s decision. The notice of appeal need not be on any special form; however, it shall be in writing and shall provide notice of the appellant’s intent to appeal the decision and specify the reason for the appeal.

B. When the written notice of appeal is received by the office of the city manager, it shall notify the appellant of the date, time and place of the appeal hearing before the city manager. (Ord. 785 § 1(part), 2006).
