2.04.010 Meetings – When.

The city council shall hold regular meetings on the first and third Mondays of each month at 7:00 p.m. on said days, unless the days fall on a holiday, in which cases the meetings shall be held at 7:00 p.m. on the following Tuesdays. The date and/or time of the meetings may hereafter be changed by resolution of the city council. (Ord. 537 § 1, 2012; Ord. 252 § 1, 1986; Ord. 1 § 1, 1957)

2.04.020 Meetings – Where.

Meetings of the city council shall be held at the City Hall, situated at 2060 McHenry Avenue, Escalon, California. (Ord. 537 § 1, 2012; Ord. 153 § 1, 1975; Ord. 22 § 1, 1957; Ord. 1 § 2, 1957)

2.04.030 Compensation – Statutory authorization.

EMC 2.04.030 through 2.04.060 are enacted pursuant to Section 36516 of the California Government Code, authorizing the city council to provide by ordinance that each member of the council shall receive a prescribed salary. (Ord. 251 § 1, 1986)

2.04.040 Compensation – Salary.

A. Commencing on the operative date of the ordinance codified in this section, each member of the city council shall receive as salary the sum of $300.00 per month, as prescribed in Section 36516 of the California Government Code for cities up to and including 35,000 in population, which shall be payable from and after the operative date of the ordinance codified in this section at the same time and in the same manner as the salaries are paid to other officers and employees of the city.

B. The change in compensation provided for in this section does not apply to a councilmember during his or her current term of office; provided, however, all of the members of the city council shall receive the increase in salary whenever one or more members of the city council becomes eligible for a salary increase by virtue of his beginning a new term of office. Until such time, the salaries of councilmembers shall be $150.00 per month, as provided in Ordinance 194. (Ord. 251 §§ 2, 3, 1986)

2.04.050 Compensation – Reimbursement.

The salaries prescribed in this chapter are and shall be exclusive of any amounts payable to each member of the council of reimbursement and necessary expenses incurred for him or her in the performance of official duties for the city. (Ord. 251 § 4, 1986)

2.04.060 Compensation – Operative date.

EMC 2.04.030 through 2.04.060 shall become operative only on and after the date upon which one or more members of the city council becomes eligible for the salary prescribed in this chapter by virtue of beginning a new term of office following the general municipal election next succeeding its effective date. 2.04.070 Municipal election date.

A. The municipal election heretofore held on the second Tuesday of April in the even-numbered years is consolidated with the statewide general election to be held on the first Tuesday after the first Monday in November of each even-numbered year pursuant to Government Code Section 36503.5. This consolidation shall become operative with the municipal and general statewide elections held in the year 1998.

B. Those city officers whose terms will otherwise expire in April 1998 shall continue in their offices until no later than the fourth Tuesday after the date of the municipal election held in conjunction with the statewide general election in 1998 and until their successors are elected and qualified.

C. The ordinance codified in this section shall be submitted to the San Joaquin County board of supervisors for approval pursuant to Government Code Section 36503.5(a)(1) and shall become effective upon such approval.

D. Within 30 days after the ordinance codified in this section becomes effective under the provisions of subsection C of this section, the city clerk shall cause a notice to be mailed to all registered voters of the change in the election date. (Ord. 436 § 1, 1997)
