2.16.010 Establishment.

A planning commission is established in and for the city. (Ord. 10 § 2, 1957)

2.16.020 Membership – Designated.

The commission shall have five voting members, all of whom shall be registered voters in the City of Escalon. The members shall be appointed by the mayor and approved by the city council and shall receive such compensation as the city council may fix by resolution. 2.16.030 Membership – Term – Removal.

A. Two of the commission members who are first appointed shall be designated to serve for two years, two shall be designated to serve for three years and one shall be designated to serve for four years. Thereafter, commissioners shall be appointed for a term of office of four years, commencing on the first Monday in June of the year of appointment. All vacancies shall be filled for the unexpired term.

B. A member of the commission may be removed from office by a majority vote of the city council or by the mayor, subject to approval of the city council.

C. A member who fails, without permission, to attend three successive meetings of the commission is subject to removal. (Ord. 307 § 1, 1988; Ord. 47 § 1, 1960; Ord. 10 § 4, 1957)

2.16.040 Organization – Meetings.

A. The planning commission shall meet at least once a month at such time and place as it may fix by resolution.

B. Special meetings may be called at any time by the chairman or by any five members by written notices served upon the members 24 hours before the proposed time of such meetings.

C. The commission shall select a chairman and vice chairman from among its appointed members. It shall also select a secretary, who need not be a member of the commission. The term of these officers shall be one year. (Ord. 10 § 5, 1957)

2.16.050 Powers and duties.

The planning commission shall have the power and it shall be its duty:

A. To prepare and recommend for adoption a comprehensive long-term general plan for the physical development of the city and of any land outside its boundaries, as provided for by the planning and zoning law of the State of California. Such plan shall be known as the general plan and may comprise any, all or any combination of the plans specified in Article 5, Chapter 3, Title 7 of the Government Code of the State of California;

B. To prepare plans based on the general plan and drafts of such regulations, programs and legislation as may in its judgement be required for the systematic execution of the general plan, and to recommend such plans and measures to the council for adoption;

C. To act as the advisory agency for the city in connection with the administration of the Subdivision and Map Act of the State of California;

D. To investigate and recommend to the council plans for the improvements and beautification of the city, such as the opening, straightening, widening, closing or parking of public streets; the location and improvement of public buildings and public works;

E. To perform the duties of planning commission under Article 1 of Chapter 3, Title 7 of the Government Code of the State of California;

F. To perform such other duties as may be imposed upon it by the city council by ordinance or resolution. (Ord. 307 § 1, 1988; Ord. 10 § 7, 1957)

2.16.060 Rule adoption and recordkeeping.

A. The planning commission shall adopt rules for the transaction of business and shall keep a record of its resolutions, transactions, findings and determinations, which record shall be on file in the city clerk’s office and shall be a public record.

B. The office of the city clerk shall furnish stenographic services as are needed to make possible the necessary recording and filing of these records. (Ord. 10 § 6, 1957)
