2.12.010 Office created—Powers and duties.

The office of general manager is created. His duties and powers shall be as follows:

A.    Except as the board may otherwise direct, he shall employ and discharge all personnel of the district, prescribe their duties and fix their compensation, all subject to the approval of the board of directors of the district (hereinafter referred to as the “board”);

B.    Be the chief executive officer and the head of the administrative branch of the district;

C.    Be responsible to the board for the proper administration of all affairs of the district;

D.    Prescribe such rules as may be deemed necessary or expedient for the general conduct of the administrative offices and departments of the district under his jurisdiction;

E.    Make recommendations to the board for the adoption by the board of ordinances and resolutions of the district;

F.    Make investigation into the affairs of the district, of any department or division thereof, or any contract, or the proper performance of any obligation running to the district;

G.    Keep the board advised of the financial condition and future needs of the district and make such recommendations to the board as may seem to him desirable;

H.    Have charge and control of the acquisition, construction, improving, maintaining and operating of all works, utilities and improvements of the district;

I.    Represent the district in negotiations for the acquisitions of lands, easements or other property necessary or useful in carrying out the purposes and functions of the district;

J.    Prepare the annual budget and submit it to the board and be responsible for its administration after adoption;

K.    Submit to the board, at least once each month, a list of all claims and bills approved by him for payment;

L.    Prepare and provide and disseminate all statistical information necessary or useful in the offering and sale of bonds and other indentures, and represent the district in negotiations for the sale and in the delivery thereof;

M.    Perform other duties as prescribed by the board;

N.    Attend all meetings of the board, unless excused by the board. (Ord. 51 § 2, 1971)

2.12.020 Appointment—Term—Compensation.

The general manager shall be appointed by the board. He shall serve at the pleasure of the board and shall receive such compensation as may be fixed by the board. (Ord. 51 § 3, 1971)

2.12.030 Acting general manager.

If the general manager expects a situation to arise in which the general manager will be temporarily absent, the general manager shall designate an acting general manager. In the event of a separation from service, incapacity due to disability, long term absence or death of the general manager, the district board shall appoint an acting general manager. 2.12.040 Personnel appointment and removal.

It shall be the duty of the general manager to, and he shall, appoint, remove, promote and demote any and all officers and employees of the district, subject to all applicable personnel ordinances, rules and regulations, or motion of the district board entered on the minutes. Prior to appointment of an executive management position, the general manager shall consult with the district board. (Ord. 131 § 1 (part), 2014: Ord. 51 § 5, 1971)
