2.24.010 Office created –Powers and duties generally.
The office of director of parks and playgrounds is created. His duties and powers shall be as follows:
A. Subject to administrative determination of policy by the general manager of the district, and in accordance with the ordinances, rules and regulations as established by the board of directors, to direct the staff and activities of the parks department, should such department be authorized and established by the board of directors. In such event, he shall be the chief executive officer of the department;
B. To plan, organize, develop and administer all phases of a comprehensive park and playground program;
C. To act as secretary to an advisory parks commission, should such commission be created and selected by the board of directors, and to supply the commission and the board of directors, through the district manager, with information pertinent to the parks department;
D. To keep the commission and the district manager informed on park and playground business and state and federal legislation pertinent thereto;
E. To make recommendations to the district manager through the advisory commission on budget, land acquisition, maintenance and construction programs, legislation and any governmental matters pertinent to park and playground business;
F. To make such investigations or surveys in the general field of park and playground administration as may be requested by the board of directors, or as may be deemed advisable by the advisory parks commission;
G. Through the district manager, to administer the park and playground policies of the board of directors and enforce any ordinances, rules and regulations adopted by the board. (Ord. 36 § 1, 1969)
2.24.020 Additional responsibilities.
The director of parks and playgrounds shall also be responsible for:
A. The administration, development, maintenance, management and direction of the park system of the district;
B. The planning, installation and maintenance of playground equipment and play areas;
C. The safety of the playground equipment and facilities and the making of periodic inspections to insure that such equipment and facilities are safe for their designed use, and maintained in accordance with reasonable standards;
D. Subject to the approval of the district manager, the selection and discharge of all employees of the park department in accordance with the personnel rules and regulations of the district;
E. The coordination of the park and playground activities and programs of the district with those of any and all school districts to any extent located within its boundaries in order to avoid duplication of facilities and programs, and the cooperation with all other governmental agencies and civic groups regarding park and playground activities and programs;
F. The interpretation of the community park and playground programs to public officials and to the general citizenship in order to promote understanding and financial support from public and private sources;
G. When so directed by the board, the appearance before city, state and federal committees on pertinent legislation and the preparation of briefs related to pertinent state and federal appropriations;
H. The consideration of pertinent recommendations and requests originating from any source outside the parks department. (Ord. 36 § 2, 1969)
2.24.030 Appointment.
The general manager of the district shall appoint a director of parks and playgrounds who shall serve at the pleasure of the general manager and at his direction. (Ord. 69 § 2, 1976: Ord. 36 § 3, 1969)
