6.06.010 License.

A.    Every person owning or harboring a dog or cat within the City shall obtain a license tag pursuant to the provisions of this title. Licenses shall be obtained upon the dog or cat reaching four (4) months of age or within thirty (30) days of the person acquiring the dog or cat, whichever is later.

B.    License tags shall be attached to the collar of the dog or cat by the owner and shall be worn by the animal at all times when the animal is in the City and not confined indoors. The owner or person in control of the dog or cat shall show the license tag at any time upon demand by an animal services officer.

6.06.020 License fee.

A.    The fee for, and duration of, a dog or cat license shall be established by resolution of the City Council, and the City Council may provide for one (1), two (2), and/or three (3) year licenses. The license fee for a dog which has been spayed or neutered shall be no more than one-half (1/2) the license fee of an unaltered animal. An owner of a service dog may apply for a licensing fee exemption through Sacramento County.

B.    Failure to register and pay the required fee within the time required by this title shall cause such fee to become delinquent. Delinquency and penalty fees, as may be established by resolution of the City Council, shall be added to the regular fee and collected by the City at the time of such delinquent registration.

6.06.030 License application and issuance.

Each application for a dog license tag shall state the age, sex, color, and breed of the animal for which the license is desired and the address of the owner. The application shall also be accompanied by a valid certificate of rabies vaccination issued by a licensed veterinarian covering the license period or a certificate from a licensed veterinarian that the vaccination would endanger the animal’s health, as provided in Section 6.08.040. The Police Department shall issue a license tag following receipt of a complete application and payment of the licensing fee.

6.06.040 Exemptions from license.

The following dogs shall be exempt from obtaining a license pursuant to this chapter:

A.    Dogs owned and used by the City or other public agencies in their official business, including, but not limited to, Police and law enforcement dogs.

B.    Dogs within a licensed kennel or cattery.

C.    Dogs brought into the City by a City resident which are already properly licensed by another public agency, including, but not limited to, a county; provided, however, that the owner of the dog shall obtain a license from the City prior to the expiration of the license from the other public agency.

6.06.050 Tagging an animal not described in application.

It shall be unlawful for any person to attach a license tag to the collar of any animal except the animal that is described in the application for such license tag.

6.06.060 Lost tags.

Lost license tags may be replaced upon payment of a fee as established by the City Council.
