ELECTIONS

2.10.010 Date.
A. The general municipal election shall be held on the same day as the statewide general election, i.e., the first Tuesday after the first Monday of even numbered years.
B. In all other respects, elections shall be held in accordance with requirements as set forth in the California statutes relating to general law cities. (Ord. 253 §1, 1982)
2.10.020 At–large election of mayor.
The mayor shall be elected at-large and have a term of four (4) years. (Ord. 556 §1, 2022).
2.10.030 By–district elections of councilmembers.
Pursuant to California Government Code section 34886, four (4) members of the city council of the city of Greenfield shall be elected by-district in separate single-member districts.
A. Members of city council shall be elected in the electoral districts established by section 2.10.040, as may be subsequently reapportioned as provided by state law. Elections shall take place "by-district" as that term is defined in California Government Code section 34871, meaning one member of the city council shall be elected from each district, by the voters of that district alone.
B. Except as provided in subsection (C) of this section, the council member elected to represent a district must reside in that district and be a registered voter in that district, and any candidate for city council must live in, and be a registered voter in, the district in which he or she seeks election at the time nomination papers are issued, pursuant to California Government Code section 34882 and Elections Code section 10227. Termination of residency in a district by a council member shall create an immediate vacancy for that council district unless a substitute residence within the district is established within thirty (30) days after the termination of residency.
C. Notwithstanding any other provision of this section, the members of the city council in office at the time the ordinance codified in this chapter takes effect shall continue in office until the expiration of the full term to which he or she was elected and until his or her successor is qualified. At the end of the term of each council member that member’s successor shall be elected on a by-district basis in the districts established in section 2.10.040. (Ord. 556 §1, 2022).
2.10.040 City council districts and district elections.
Four (4) councilmembers shall be elected on a "by-district" basis from the council districts shown and numbered on the map titled "City of Greenfield District Map," attached as Exhibit A to the ordinance codified in this chapter, a copy of which shall be on file in the city clerk’s office. In 2022, and every four (4) years thereafter, the following two (2) city council districts shall be elected by-district at the general municipal election: district 1 and district 3. In 2024, and every four (4) years thereafter, the following two (2) city council districts shall be elected by-district at the general municipal election: district 2 and district 4. 2.10.050 Amendment of district boundaries.
Pursuant to Elections Code Section 21601, as it may be amended from time to time, the city council shall adjust the boundaries of any or all of the districts following each decennial federal census to ensure that the districts are in compliance with all applicable provisions of law. (Ord. 556 §1, 2022).
2.10.060 Vacancies.
Any mid-term council seat vacancy in a district shall be filled, in accordance with state law, only by an eligible resident of the district. (Ord. 556 §1, 2022).
