3.15.010 Management rights.

The board of directors establishes policy for the district and is the governing body of the district.

Under the authority of the board of directors, the general manager has full charge and control of the maintenance, operation and construction of the water works or water works systems of the district. The general manager has full power and authority to employ and discharge all employees following lawful procedures, prescribe the duties of employees, and fix and alter the compensation of employees subject to board policy and the approved budget.

Under the auspices of the general manager, all managers shall establish procedures for their respective departments in order to carry out all board policies, provided said procedures are not in conflict with Chapters 3.05 through 3.100 HDWDC. [Res. 10-13 Art. 2].
