15.04.010 Adoption of the California Building Code.
The 2022 California Building Code, Volumes I and II, (Part 2 of Title 24 of the California Code of Regulations), including Chapter 1, Division II, “Scope and Administration,” and Appendix H, “Signs,” based on the 2021 International Building Code, as published by the International Code Council, is adopted by reference, together with the amendments, additions, deletions, and exceptions set forth in this chapter. One complete copy of the same is on file and is open for inspection by the public in the office of the city clerk and designated as the building code for the city of Highland. The building official is hereby designated the authority charged with the administration and enforcement of this code. (Ord. 457 § 2, 2022; Ord. 438 § 3, 2019)
15.04.020 Purpose.
The purpose of this code is to prescribe regulations for the erection, construction, enlargement, alteration, repair, improvement, removal, conversion, demolition, occupancy, equipment, use, height, area, grading and maintenance of all buildings and structures with exception of those elements regulated by the 2022 California Residential Code, 2022 California Existing Building Code and 2022 California Historical Building Code. 15.04.030 Subsection 105.2, Work exempt from permit, amended.
Item 2 (Building) of Subsection 105.2, Work exempt from permit, of Section 105, Permits, of Part 2, Administration and Enforcement, of Division II, Chapter 1, Scope and Administration, is hereby amended to read as follows:
2. Fences not over 6 feet in height. Fences that are to be located within the Wildland Urban Interface or are installed as a pool barrier or enclosure are not exempt.

15.04.040 Subsection 105.5.1, Expiration, amended.
Section 105.5.1, Expiration, of Section 105, Permits, of Part 2, Administration and Enforcement, of Division II, Chapter 1, Scope and Administration, is hereby amended to read as follows:
On or after January 1, 2019, every permit issued shall become invalid unless the work on the site authorized by such permit is commenced within 12 months after its issuance, or if the work authorized on the site by such permit is suspended or abandoned for a period of 12 months after the time the work is commenced. The building official is authorized to grant, in writing, one or more extensions of time, for periods not more than 180 days each. The extension shall be requested in writing and justifiable cause demonstrated. (see Health and Safety Code Section 18938.5 and 18938.6.)
Time limitation for permit activity as the result of code enforcement case shall be as per notice of violation, citation or as otherwise determined by the Building Official or Code Officer.

15.04.050 Subsections 502.1.1, Address Illumination, 502.1.2, Commercial Addresses, and 502.1.3, Map Directory, added.
Subsections 502.1.1, Address Illumination, 502.1.2, Commercial Addresses, and 502.1.3 Map Directory, are hereby added to Section 502.1, Address Identification, of Section 502 Building Address, of Chapter 5, General Building Heights and Areas, to read as follows:
502.1.1 Address Illumination. New structures of all occupancies shall provide address identification with illumination during the hours of darkness. Illumination shall be of the high efficiency type meeting provisions of the 2022 California Energy Code and the 2022 California Electrical Code. Addressing for Occupancy Group R-3 shall be provided with internal illumination.
502.1.2 Commercial Addresses. All new and existing Group A, B, E, F, H, I, M, R-1, R-2, R-4 and S occupancies shall be provided with minimum eight (8) inch address numbers. Occupancies with multiple tenant spaces shall be posted with a minimum of four (4) inch contrasting tenant specific identification displayed over their main entrance, additionally, tenant spaces with rear access shall provide minimum (3) inch contrasting address numbers on the rear doors.
502.1.3 Map Directory. A lighted directory site map shall be installed and maintained at each driveway entrance to multiple unit residential projects where the total number of units in the project exceeds fifteen (15).
