10.08.010 Prohibited parking areas – Sign display.

In cases of emergency or to facilitate the flow of traffic during special events, signs prohibiting parking may be displayed by the chief of police or the superintendent of streets. (Ord. 340 § 2, 1973; Ord. 235 § 5, 1956).

10.08.020 Prohibited parking hours on business streets.

It is unlawful for any person, firm or corporation to park, or cause to be parked, any vehicle on any business street of the city within the hours of 2:00 a.m. and 6:00 a.m. (Ord. 235 § 10, 1956).

10.08.030 Parking for 72 consecutive hours prohibited.

It is unlawful for any person to park or leave standing, or cause to be parked or left standing, any vehicle upon any highway, public street, or alley in the city for 72 or more consecutive hours. (Ord. 286 § 1, 1964; Ord. 235 § 10.1, 1956).

10.08.040 Removal of vehicle parked for 72 consecutive hours.

Any regularly employed and salaried officer of the police department of the city may remove or cause to be removed any vehicle that has been parked or left standing upon a highway, public street, or alley for 72 or more consecutive hours and arrange for storage of said vehicle in accordance with the provisions of HMC 10.08.010 through 10.08.100 and Division 11, Chapter 10 of the California Vehicle Code. (Ord. 286 § 1, 1964; Ord. 235 § 10.2, 1956).

10.08.050 Placement of removed vehicles in approved garage.

Any officer removing a vehicle from the highways, public streets or alleys of the city shall remove the vehicle to the nearest garage or other place of safety, or to a garage designated or maintained by the city as the official garage for the removal of all said vehicles taken from the highways, public streets, or alleys of the city under the provisions of HMC 10.08.010 through 10.08.100 and the California Vehicle Code, where the vehicle shall be placed in storage. (Ord. 286 § 1, 1964; Ord. 235 § 10.3, 1956).

10.08.060 Regulations for parking – Signs required.

The city council shall by ordinance or resolution make regulations prohibiting standing, stopping or parking at certain designated places within the city, and limiting the time of parking, the manner of parking and regulating the size of vehicles on any street in the city. Any such regulation shall provide that appropriate signs and markings conforming to State Vehicle Code be posted and marked giving notice to the public of the regulations in force. Such regulations and locations shall be as provided in HMC 10.08.110 through 10.08.140, and such other regulations which may from time to time be determined by the council. (Ord. 340 § 2, 1973; Ord. 235 § 11, 1956).

10.08.070 Loading and unloading in alleys.

No person, firm or corporation shall stop, stand or park a vehicle, for other than loading or unloading of materials, in any alley of the city. (Ord. 235 § 12, 1956).

10.08.080 Unlawful placement of signs.

It is unlawful for any person, firm or corporation to paint, post or in any manner display, at any place indicating or intending to indicate that parking is not allowed at such place, except duly authorized agents of the city, or persons acting under the authority of authorized agents of said city in places where parking is prohibited by HMC 10.08.010 through 10.08.100 or other ordinances of the city, or prohibited by resolution duly adopted by the city pursuant to the authority granted by ordinance. (Ord. 235 § 13, 1956).

10.08.090 Heavy equipment on streets.

It is unlawful for any person, firm or corporation to transport, drive, move or operate, or cause to be transported, driven, moved or operated, over, upon, along or across the paved portion of any street or avenue in the city any heavy plow, disc or other machine to the injury of such street or avenue. (Ord. 235 § 14, 1956).

10.08.110 Parking requirements – Diagonal parking areas designated.

Diagonal (angle) parking will be permitted where pavement is properly painted or marked so to designate at such locations as the city council fixes by resolution of the council. (Ord. 421, 1993; Ord. 303 § 1, 1966; Ord. 281 § 2, 1963).

10.08.120 Loading zone designated.

A yellow loading zone is created on the east side of Chestnut Avenue between Sixth and Seventh Streets. (Ord. 281 § 2, 1963).

10.08.130 Trucks exceeding 6,000 pounds not allowed to park in certain parts of Sixth Street and Pine, Cedar, Palm and Olive Avenues.

It is unlawful to park trucks exceeding 6,000 pounds on Sixth Street between Olive and Holt Avenues and on Pine, Cedar, Palm, and Olive Avenues between Fifth and Sixth Streets. (Ord. 281 § 4, 1963).

10.08.140 Trucks exceeding 6,000 pounds not allowed to park on north side of part of Fifth Street.

It is unlawful to park trucks in excess of 6,000 pounds at any time on the north side of Fifth Street, between Palm and Olive Avenues. (Ord. 294 § 1, 1965; Ord. 281 § 6, 1963).

10.08.150 Violation – Penalty.

Notwithstanding any other provision of this code, any and every violation of the provisions of this chapter is deemed to be a civil offense and shall be subject to adjudication as provided for within the provisions of Division 17, Article 3, et seq., of the California Vehicle Code.
