RESTRICTIONS ON USE OF STREETS BY OVERWEIGHT AND OVERSIZE VEHICLES1:
a. Designation Of Truck Traffic Routes: Whenever any provision of this code or other ordinance or resolution of the city designates and describes any street or portion thereof as a street, the use of which is permitted by any vehicle exceeding a maximum gross weight limit of four and twenty five one-hundredths (4.25) tons, the city traffic engineer is hereby authorized to designate such street by appropriate signs as “truck traffic routes” for the movement of vehicles exceeding a maximum gross weight limit of four and twenty five one-hundredths (4.25) tons.
b. Compliance With Designated Routes; Exceptions: When any truck traffic route is established pursuant to subsection 7-17a of this section and designated by appropriate signs, the operator of any vehicle exceeding a maximum gross weight limit of four and twenty five one-hundredths (4.25) tons shall drive, stand or park on such routes and none other; however, nothing in this section shall prohibit the operator of any vehicle exceeding a maximum gross weight of four and twenty five one-hundredths (4.25) tons coming from a “truck traffic route” from having ingress and egress by direct route to and from restricted streets when necessary for the purpose of making pick ups or deliveries of goods, wares and merchandise from or to any building or structure located on such restricted streets or for the purpose of delivering materials to be used in actual and bona fide repair, alteration, remodeling or construction of any building or structure upon such restricted streets for which a building permit has previously been obtained therefor. The provisions of this section shall not apply to passenger buses under the jurisdiction of the public utilities commission, or to any vehicle owned by a utility service while necessarily in use in the construction, installation or repair of any utility.
c. Certain Vehicle Code Sections Applicable: The applicable provisions of division 15 of the Vehicle Code of the state of California shall constitute the regulations of the city relative to the size and weight of vehicle loads, together with such additional provisions and requirements as are specifically contained in this section.
d. Special Permits: The city manager or his designee shall be responsible for the issuance of special permits for loads exceeding the maximum sizes and/or weights specified in division 15 of the Vehicle Code, state of California, and for administering the rules and regulations pertaining thereto; except that the superintendent of building and safety shall be responsible for issuance of special permits as may be necessary in conjunction with house moving permits issued by the building and safety department under provisions of chapter 11 of this code.
e. Applications For Permits: All persons, firms or agencies desiring to move any load across or upon streets and highways within the city, which load exceeds any of the limitations imposed by division 15 of the Vehicle Code, state of California, shall apply to and first receive a special permit from the individual(s) designated by the city manager to authorize the move. The special permit shall specify the streets upon which the move is authorized and the date and time of the move. A charge for issuing the permit as established by the city manager shall be paid by the applicant prior to issuance of the permit.
f. Liability For Damage To Public Streets: Any person, firm or agency granted a special permit, as provided in subsection 7-17e of this section, shall be liable for all damages to any street, highway, bridge, or appurtenances thereto, including, but not limited to, guardrails, signs, traffic signals, streetlights, street trees and similar facilities, resulting from the operation, driving or moving of any vehicle which exceeds any of the limitations imposed by division 15 of the Vehicle Code, state of California. The permittee shall hold the city harmless from any liability occasioned by or resulting from the operations under such special permit.
g. Cost Of Work To Ensure Safe Passage: If, in the judgment of the city manager or his designee, it is determined necessary to strengthen any structure over which an overload must pass, or to perform any other work in order to ensure the safe passage of the load upon city streets, the permittee will be required to pay the full cost of such work in advance. Permittee will also be required to pay the city in advance for any cost necessitated by the temporary relocation of traffic signals, streetlights or other appurtenances in order to permit the safe passage of the loaded vehicle.
h. Prohibiting Commercial Vehicle Parking On Truck Routes: No person shall park any commercial vehicle, truck, or trailer, with a manufacturer’s gross vehicle weight rating of ten thousand (10,000) pounds or more on any street within any residential or business district within the city, excluding industrial areas within business districts as such districts are determined by sections 235, 240 and 515 of the California Vehicle Code, except while loading or unloading property, or when such vehicle is parked in connection with and in aid of the performance of a service to or on property in the block in which such vehicle is parked and for such time as is reasonably necessary to complete such permitted service. For the purposes of this section, “commercial vehicle” shall mean any vehicle bearing a commercial license plate and as defined in section 260(a) of the California Vehicle Code; provided, however, that no passenger car or recreation vehicle shall be deemed a commercial vehicle even if bearing a commercial license plate.
i. Use Of Streets For Parking And/Or Storage Of Oversize Vehicles Prohibited:
1. For the purposes of this subsection, the following definitions shall apply unless the context clearly indicates or requires a different meaning:
Motor vehicle shall mean a passenger vehicle, pickup truck without a camper, sports utility vehicle, motorcycle and motor driven cycle but shall not include a house car.
Nonmotorized vehicle shall mean any trailer or any other device that is not self-propelled.
Oversize vehicle shall mean any house car, pickup truck with camper, recreational vehicle, tow truck, boat or trailer, which meets or exceeds any of the following criteria, exclusive of fixtures, accessories or property:
(a) Twenty two feet (22') in length; or
(b) Six feet (6') in height; or
(c) Seven feet (7') in width.
The term “oversize vehicle” does not include a “commercial vehicle” as defined elsewhere in this subsection, a pickup truck without a camper, or a sports utility vehicle.
Residential district shall mean any area within the city, which is zoned R-1, R-2, R-3, and those portions of planned community districts and specific plan districts, which are specified for residential uses.
2. To determine the width or length of the vehicles defined in this subsection, any extension to the vehicle caused by mirrors, air conditioners, or similar attachments shall not be included in any measurements.
3. No person shall, at any time, park or leave standing any oversize vehicle or nonmotorized vehicle on any public street, highway or alley except:
(a) In residential districts, oversize vehicles, or nonmotorized vehicles which are attached to a motor vehicle or oversize vehicle and parked adjacent to the owner’s residence are allowed for the purposes of loading, unloading, cleaning, battery charging, or other activity preparatory or incidental to travel for a period of time not to exceed twenty four (24) consecutive hours.
(b) In residential districts, oversize vehicles, or nonmotorized vehicles which are attached to a motor vehicle, parked adjacent to the owner’s residence may be allowed for up to an additional forty eight (48) consecutive hours, but no more than a total of seventy two (72) consecutive hours, provided an application and payment for a permit has been received by the parking enforcement division. The parking enforcement division shall establish general standards for an oversize vehicle parking permit provided for by this subsection.
4. No person who owns or has possession, custody or control of any vehicle or nonmotorized vehicle which is six feet (6') or more in height (including any load thereon) shall park or leave standing any such vehicle on a street or highway within one hundred feet (100') of any intersection.
5. No person who owns or has possession, custody, or control of an oversize vehicle having a manufacturer’s gross vehicle weight of eight thousand (8,000) to ten thousand (10,000) pounds, shall park or leave standing any such oversize vehicle on any public street, highway, roadway, alley or thoroughfare, except:
(a) For such reasonable time in excess of three (3) hours that may be necessary for the purpose of making pick ups or deliveries of goods, wares, and merchandise from or to any building or structure or for the purpose of delivering materials to be used for repair, alteration, remodeling, or construction of any building or structure upon a restricted street or highway; or
(b) For such reasonable time in excess of three (3) hours that may be necessary when such vehicle is parked in connection with the performance of a service to or on a property in the block in which such vehicle is parked; or
(c) For such reasonable time in excess of three (3) hours that may be necessary time to make emergency repairs.
6. Any violation of the herein stated provisions pertaining to the parking of oversize vehicles shall be subject to a fine as established in the Lynwood civil penalty schedule. The fine shall be subject to change from time to time by resolution of the city council amending the Lynwood civil penalty schedule.
7. To give owners of oversize vehicles the opportunity to park such oversize vehicles on public streets for limited times, the city will issue oversize vehicle parking permits pursuant to the following:
(a) Any person may obtain an oversize vehicle parking permit to park a designated oversize vehicle on a public street, for a limited period of time, by applying for an oversize vehicle parking permit.
(b) The parking enforcement division shall issue oversize vehicle parking permits. Each person desiring an oversize vehicle parking permit shall file with the parking enforcement division a completed city application form containing the following:
(1) The name, address and phone number of the registered owner and applicant of designated oversize vehicle;
(2) The license number, make and model of designated oversize vehicle;
(3) The dates for which the permit is requested;
(4) The dates and duration of any and all oversize vehicle permits issued to the applicant within the immediately preceding ninety (90) day period;
(5) Additional information the parking enforcement division may reasonably require;
(6) The applicant must sign the application under penalty of perjury.
(c) Oversize vehicle parking permits issued and approved by the parking enforcement division shall include the license plate number of the designated oversize vehicle, the date of issuance and the day of its expiration.
(d) An oversize vehicle parking permit shall be placed at the lower driver’s side of the windshield of the oversize vehicle to which it relates so that it is clearly visible from the exterior of the oversize vehicle. Should the oversized vehicle not have a windshield, the permit shall be affixed to the front portion of the oversize vehicle in a location that is plainly visible from in front of said oversize vehicle.
(e) All oversize vehicle parking permits shall be issued at a cost of fifty dollars ($50.00) to the applicant. The fee amount for such permits shall be published in the Lynwood fee schedule and may be adjusted from time to time by resolution of the city council.
(f) An oversize vehicle parking permit shall be valid for a period not to exceed three (3) consecutive weekdays (72 hours).
(g) Upon expiration of an oversize vehicle parking permit issued under this subsection, the applicant may apply for and be granted additional oversize vehicle parking permits, if the applicant still qualifies under the conditions set forth herein. In no event shall any person and/or designated oversize vehicle be issued more than three (3) oversize vehicle parking permits within any ninety (90) calendar day period.
8. The provisions of this subsection shall not be in effect until proper placing of signs giving notice of the provisions restricting oversize vehicle parking has occurred.
j. Parking Of Commercial Vehicles On Property Located Along Long Beach Boulevard Prohibited2:
1. It is unlawful to park or leave standing any commercial vehicle weighing eight thousand five hundred (8,500) pounds or more or having a width equal to or greater than eighty four inches (84") as measured at the widest portion of the body, not including mirrors or other extensions, or having a height of eighty four inches (84") or more, on any part of any parcel of property any side or portion of which is located along Long Beach Boulevard in the city of Lynwood.
2. This prohibition shall not apply to any vehicle:
(a) Which is immobile due to emergency, accident or mechanical breakdown. Such vehicles may remain parked for the period of time needed to either render the vehicle again safe and fit for travel; or to remove the vehicle to a garage or other location at which it can be so made. In no event, however, shall such a vehicle remain parked for more than eight (8) hours.
(b) Which is parked in connection with and in aid of the performance of a service to or on property on which the vehicle is parked, and for such time as is reasonably necessary to complete such permitted service.
(c) Which is in the process of loading or unloading.
3. For purposes of this section, the term “commercial vehicle” has the same meaning as in Vehicle Code section 260(a). Specifically, a vehicle of a type required to be registered under the Vehicle Code, used or maintained for the transportation of persons for hire, compensation, or profit or designed, used, or maintained primarily for the transportation of property. Passenger vehicles which are not used for the transportation of persons for hire, compensation, or profit and house cars are not commercial vehicles, nor is any vanpool vehicle. 7-17.1 Establishment And Designation Of Truck Traffic Routes:
The streets and highways in the city hereinafter identified are designated as truck traffic routes, and the traffic engineer shall cause signs to be erected giving notice thereof:

7-17.2 Operating Commercial Vehicles On Long Beach Boulevard Prohibited3:
a. Notwithstanding any other provision of this code, it shall be unlawful for any person to operate commercial vehicles weighing eight thousand five hundred (8,500) pounds or more or having a width equal to or greater than eighty four inches (84") as measured at the widest portion of the body, not including mirrors or other extensions, or having a height of eighty four inches (84") or more, for any distance along any part of Long Beach Boulevard in the city of Lynwood.
b. This prohibition shall be noticed by the city traffic engineer in accordance with section 7-18 of this chapter.
c. This prohibition does not apply to a commercial vehicle which temporarily turns onto Long Beach Boulevard as an unavoidable result of an emergency which threatens life or safety and for such time as is necessary for the emergency to pass.
d. For purposes of this section, the term “commercial vehicle” has the same meaning as in Vehicle Code section 260(a). Specifically, a vehicle of a type required to be registered under the Vehicle Code, used or maintained for the transportation of persons for hire, compensation, or profit or designed, used, or maintained primarily for the transportation of property. Passenger vehicles which are not used for the transportation of persons for hire, compensation, or profit and house cars are not commercial vehicles, nor is any vanpool vehicle. (Ord. #1502, §2)
