REPAIR OF VEHICLES

A violation of this chapter shall be an infraction. (Ord. 815 § 2 (part), 1990).
11.62.010 Definitions.
For purposes of this chapter, the following words shall have the meaning set forth herein.
A. "Immediate family" consists of parents, grandparents, spouse, children, and grandchildren related by blood, marriage, or adoption.
B. "Major repairs" include pulling an engine block, repair or replacement of transmissions and front and rear axles, major body repair, dismantling, and similar work.
C. "Registered/registration" means a current, valid California Registration for a vehicle conforming to California Vehicle Code Sections 4000 or 9840 et seq. for boats, or the most recent registration previously in effect for a currently unregistered vehicle or boat.
D. "Residential districts" are those areas zoned for residential use, whether for single-family or multiple-family dwellings.
E. "Routine maintenance" includes changing oil; replacement of water pump, alternator, brakes, shocks, oil and air filters, and spark plugs; and similar work. Routine maintenance does not include emergency road service or repairs.
F. A "vehicle" is a device by which any person or property may be propelled, moved, or drawn upon a highway or street, excepting a device moved exclusively by human power or used exclusively upon stationary rails or tracks. (Ord. 741 § 1 (part), 1986).
11.62.020 Routine repairs.
It is unlawful for any person in any residential district to perform routine maintenance in public view on any vehicle, boat, or part thereof except as provided in this section. A person may perform routine maintenance in public view in a garage, carport, or driveway, on a vehicle or boat registered to him, to a member of his immediate family or household, or to a person residing on the property where the work takes place. 11.62.030 Major repairs prohibited.
It is unlawful for any person in any residential district to perform major repairs in public view on any vehicle, boat, or part thereof, except as provided in this section. A person may perform major repairs in public view in a garage, or in a carport if no garage exists on the property, on a vehicle of boat registered to him or to a member of his immediate family or household. If such work takes place in a fully enclosed garage, the garage door shall be closed when the work is not in progress. Ord. 741 § 1 (part), 1986).
11.62.040 Proof of registration.
Proof of registration of any vehicle or boat on which routine maintenance or major repairs is occurring in public view shall be provided to any Menlo Park police office or code enforcement officer upon request of that officer. (Ord. 741 § 1 (part), 1986).
11.62.060 Cleanup.
Upon completion of any routing maintenance or major repairs the property shall be cleaned of all debris, oil, grease, gasoline, cloths, rags, and equipment or material used in the work, and shall be left in such a condition that no hazard to persons or property shall remain. (Ord. 741 § 1 (part), 1986).
