6.48.010 Rubbish defined.

For the purposes of this chapter “rubbish” includes any or all of the following:

(1)    Cans;

(2)    Bottles;

(3)    Paper;

(4)    Shrub and tree limbs, trimmings, twigs and leaves;

(5)    Trash; and

(6)    Inorganic refuse. (Ord. 26 Sec. 1, 1965)

6.48.020 Garbage defined.

For the purposes of this chapter, “garbage” includes:

(1)    Garbage;

(2)    Swill;

(3)    Animal, fruit and vegetable refuse;

(4)    Offal from any slaughter pen or butcher shop;

(5)    Carcass of any dead animal; and

(6)    Organic refuse. (Ord. 26 Sec. 2, 1965)

6.48.030 Depositing rubbish on private property.

It is unlawful for any person, firm, or corporation to place, deposit, or dump, or caused to be placed, deposited, or dumped, any rubbish in or upon any private property into or upon which the public is admitted by easement or license, or on any private property, without the consent of the owner, or in or upon any street, alley, public highway or road in common use, or upon any public park or other public property other than property designated or set aside for such purpose by resolution of the City Council. 6.48.040 Depositing garbage on private property.

It is unlawful for any person to place, deposit or dump, or cause to be placed, deposited or dumped, any garbage, as defined by Section 6.48.020, in or upon any private property without the consent of the owner, or in or upon any street, alley, public highway or road in common use, or in or upon any public park or other public property, or in or upon any public dump established pursuant to this chapter, except that the depositing of garbage be lawful within public property designated and set aside for such purpose by resolution of the City Council, wherein the means of disposal is by sanitary fill or cut-and-cover method, but only at locations and in the manner specified by the Superintendent of Streets by appropriate signs for the purpose, which he is authorized and directed to place and maintain. 6.48.050 Public dumps.

The Superintendent of City Streets is authorized and directed to erect and maintain signs upon public dumps established by the City Council of the City, which signs shall designate those areas where the dumping of rubbish is permitted. It is unlawful for any person, firm or corporation to dump rubbish in or upon any public dump site of the City except in those areas or portions thereof designated by such signs erected by the superintendent of city streets. It is unlawful for any person, firm, or corporation to place, deposit or dump any rubbish in areas or portions of such dump sites designated by signs erected by the Superintendent of City Streets as areas wherein the dumping of rubbish is prohibited.
