16.42.010 Parking meter zones.
The council shall, by resolution, establish parking meter zones including therein such streets or portions of streets or city-owned or leased land as parking conditions require. In the event parking meters are installed as herein provided adjacent to any parking space in such a zone, the provisions of this chapter, as well as any other applicable provisions of this code, shall govern parking in such spaces. 16.42.020 Administration, installation.
The city engineer is authorized and directed to install meters in all parking meter zones established by the city council, for the purpose of and in such numbers and at such places as may be necessary to the regulation, control and inspection of the parking of vehicles therein. Each meter shall be so designated that the deposit of a coin or coins will set the mechanism of the meter in motion, or permit the mechanism to be set in motion, so that the meter will show the unexpired parking time applicable to the parking space adjacent to the meter, and the meter, when the parking time has expired, shall so indicate by a visible sign. 16.42.030 Council to prescribe regulations for meter operation.
The denomination of the coin or coins that shall be deposited in parking meters, the parking time allowed following deposit of such coins, the hours during which such deposits are required and the directions which shall appear on the parking meters shall be such as may be prescribed by the city council by resolution. 16.42.040 Deposit of coins – Lawful coin of United States – Exception.
No person shall park any vehicle in any parking space, except as otherwise permitted by this chapter, without immediately depositing in the parking meter adjacent to the space such lawful coin or coins of the United States as are required by such meter and as designated by directions on the meter, and when required by the directions on the meter, setting in operation the timing mechanism thereof in accordance with the directions, unless the parking meter indicates at the time such vehicle is parked that an unexpired portion remains of the period for which a coin or coins has been previously deposited. 16.42.050 Deposit of coins – Collection.
The city manager is charged with the duty of collecting, or causing to be collected, the coins deposited in parking meters, on a regular basis. He or she shall make and keep, or cause to be made and kept, an accurate record of the amount collected and shall account for all sums collected to the city treasurer. [Ord. 1455 N.S. § 1, 1984].
16.42.060 Deposit of coins – Purpose.
The specific coin or coins required to be deposited in parking meters as provided in this chapter are levied and assessed to provide for the proper regulation and control of traffic upon the public streets and also for the cost of supervision and regulation of parking meters within the parking meter zones hereby authorized, and to cover the costs of purchasing, acquiring, installation, operation, regulation and control of the parking meters herein described. 16.42.070 Deposit of coins – Use of slugs.
No person shall deposit or attempt to deposit in any parking meter any slugs or other substitute for a coin of the United States. [Ord. 1455 N.S. § 1, 1984].
16.42.080 Tampering with meter.
No person shall deface, injure, tamper with, open or willfully break, destroy or impair the usefulness of any parking meter, except by authority of the city manager. [Ord. 1455 N.S. § 1, 1984].
16.42.090 Application of this chapter.
No section of this chapter shall be construed as permitting any parking in violation of any other provisions of this code. [Ord. 1455 N.S. § 1, 1984].
16.42.100 Unlawful parking.
It is unlawful for any person to cause, allow, permit or suffer any vehicles registered in his or her name or operated or controlled by him or her to be parked in any parking space upon any street:
(a) For more than the time indicated by proper signs placed indicating the maximum parking time allowed in such parking space (as regulated by Chapter 16.56 PGMC) or any time during which the parking meter adjacent to such space is displaying a sign indicating that space is illegally in use;
(b) Whenever a citation has been issued for a violation of subsection (a) of this section and such standing or parking continues for an additional period or periods of time equal to the maximum time allowed in such parking zone.
(c) In parking meter zones without a maximum time limitation, whenever a citation has been issued for a violation of subsection (a) of this section and such standing or parking continues for a period of two hours or more following the issuance of the citation under subsection (a) of this section. 16.42.110 Exceptions.
The provisions of this chapter shall be inapplicable to:
(a) Vehicles owned or operated by the city when being used in the line of duty;
(b) Emergency vehicles, when responding to an emergency;
(c) Vehicles registered to or used by a disabled person which displays a distinguishing license plate or placard issued by the California Department of Motor Vehicles. [Ord. 1455 N.S. § 1, 1984].
