GENERAL PARKING RESTRICTIONS

10.06.010 Curb markings.
It is unlawful for the operator of a vehicle to stop such vehicle in any of the following marked zones except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or traffic sign or signal:
A. Red means no stopping, standing or parking at any time except as permitted by the Vehicle Code of the state, and except that a bus may stop in a red zone marked or signed as a bus zone.
B. Yellow means no stopping, standing or parking at any time of any day except Sundays and holidays, for any purpose other than the loading or unloading of passengers or materials; provided, that the loading or unloading of passengers shall not consume more than three minutes, nor the loading or unloading of materials more than twenty minutes.
C. Green means limited-time standing or parking at any time. The length of the time period shall be either painted in white on curb marking or posted by sign.
D. White means no stopping, standing or parking for any purpose other than loading or unloading of passengers, or for the purpose of depositing mail in an adjacent mailbox, which shall not exceed three minutes, and such restrictions shall apply between seven a.m. and six p.m. of any day except Sundays and holidays, and except as follows:
1. When such zone is in front of a mailbox, the restrictions shall apply at all times;
2. When such zone is in front of a theater, the restrictions shall apply at all times, except when such theater is closed.
E. The city council shall determine by resolution or ordinance the location of such zone and shall place appropriate curb markings as specifically required in this chapter to indicate the parking regulations. (Ord. 421 § 1, 1987).
10.06.020 No stopping zones.
The city council shall determine by resolution or ordinance the location of no stopping zones and shall mark by appropriate signs those places where stopping of vehicles is prohibited, such signs to also indicate the hours and day when stopping is prohibited. (Ord. 421 § 2, 1987).
10.06.030 Fifteen-minute parking.
The city council shall determine by resolution or ordinance the location of fifteen-minute time limit parking zones and shall authorize the installation of signs, meters and/or curb markings to be installed designating such fifteen-minute parking limitation in that area. (Ord. 421 § 3, 1987).
10.06.040 Twenty-minute parking.
The city council shall determine by resolution or ordinance the location of twenty-minute time limit parking zones and shall authorize the installation of signs, meters and/or curb markings to be installed designating such twenty-minute parking limitation in that area. (Ord. 421 § 4, 1987).
10.06.050 Thirty-minute parking.
The city council shall determine by resolution or ordinance the location of thirty-minute time limit parking zones and shall authorize the installation of signs, meters and/or curb markings to be installed designating such thirty-minute parking limitation in that area. (Ord. 421 § 5, 1987).
10.06.060 One-hour parking.
The city council shall determine by resolution or ordinance the location of one-hour time limit parking zones and shall authorize the installation of signs, meters and/or curb markings to be installed designating such one-hour parking limitation in that area. (Ord. 421 § 6, 1987).
10.06.070 Two-hour parking.
The city council shall determine by resolution or ordinance the location of two-hour time limit parking zones and shall authorize the installation of signs, meters and/or curb markings to be installed designating such two-hour parking limitation in that area. (Ord. 421 § 7, 1987).
10.06.080 Violation—Penalty.
From and after the installation of such signs, meters and/or curb markings, any person violating or causing to be violated the provisions of such resolution or ordinance shall be guilty of an infraction as provided in Chapter 1.16 of this code, as amended, and punished as provided in Chapter 1.16.
