16.06.010 Title.

This chapter shall be known and cited as the Rancho Cordova residential building code. [Ord. 19-2022 § 1].

16.06.020 Purpose.

The purpose of the Rancho Cordova residential building code is to provide minimum standards to safeguard life or limb, health, property, and public welfare by regulating and controlling the design, construction, installation, quality of materials, use and occupancy, location and maintenance of all buildings and structures within this jurisdiction, and certain equipment specifically regulated herein. 16.06.030 Adoption of building codes.

The 2022 California Residential Code, Part 2.5, (hereinafter referred to as the “CRC”) Title 24 of the California Code of Regulations (hereinafter referred to as the “State Code”), incorporating the International Residential Code, 2021 Edition, as published by the International Code Council, including Appendices AH (Patio Covers), AJ (Existing Buildings and Structures), AQ (Tiny Houses), AR (Light Straw-Clay Construction), and AS (Strawbale Construction), and any rules and regulations promulgated pursuant thereto, are hereby adopted and incorporated by reference herein. Except as otherwise provided by this chapter and Chapter 16.02 RCMC, the provisions thereof shall be controlling within the limits of the city of Rancho Cordova. [Ord. 19-2022 § 1].

16.06.040 Scope.

The provisions of the Rancho Cordova residential building code shall serve as the organizational and enforcement rules and regulations for the technical codes that regulate the site preparation and construction, alteration, moving, demolition, repair, use, and occupancy of residential buildings and structures; including, but not limited to, one- and two-family dwellings, townhomes, docks, boathouses, and building service equipment within this jurisdiction. 16.06.050 Amendment of adopted codes.

Notwithstanding the provisions of RCMC 16.06.030, the State Code is amended as follows:

A. Section R506.2.3, “Vapor retarder,” is amended to read as follows:

R506.2.3 Vapor retarder. Groups R-1 and R-3 occupancies with concrete floors bearing on the ground shall have provided below the concrete floor a minimum of 4 inches of clean, well graded crushed rock or gravel 3/8 inch minimum to 1 1/2 inches maximum size. A 10-mil (0.010 inch; 0.254 mm) polyethylene vapor retarder conforming to ASTM E1745 Class A requirements with joints lapped not less than 6 inches (152 mm) shall be placed between the concrete floor slab and the base course or the prepared subgrade where a base course does not exist, or other approved equivalent methods or materials shall be used to retard vapor transmission through the floor slab.

Exception: A vapor retarder is not required:

1. For detached structures accessory to occupancies in Group R-3, such as garages, utility buildings or other unheated facilities.

2. For unheated storage rooms having an area of less than 70 square feet (6.5 m2) and carports.

3. For driveways, walks, patios and other flatwork not likely to be enclosed at a later date.

4. Where approved by the building official, based on local site conditions.
