2.30.010 Purpose and scope.
The Rio Dell Police Department Reserve Unit is established to supplement and assist regular sworn police officers in their duties. This unit provides professional, sworn volunteer reserve officers who can augment regular staffing levels. Qualifying persons may be appointed to the position of reserve police officer in the following categories pursuant to California Penal Code Section 832.6 et seq.: Level 1 Reserve Police Officer, Level 2 Reserve Police Officer, Level 3 Reserve Police Officer.
The Rio Dell Police Department Reserve Program is a volunteer program and does not provide compensation or benefits to participants. Persons appointed shall be covered by Workers Compensation Insurance in compliance with California labor law. Persons appointed to the Rio Dell Police Department in the capacity of a reserve police officer shall be provided with basic membership in the California Reserve Police Officers Association. 2.30.020 Selection and appointment.
All applicants shall be required to meet and pass the same pre-employment background procedures, pursuant to State of California standards, as regular full-time sworn police officer candidates before appointment. Candidates must meet minimum standards for reserve police officer as set by the California Commission on Peace Officer Standards and Training prior to appointment. Candidates shall be selected and appointed by the Chief of Police.
The maximum number of reserve police officers shall be recommended by the Chief of Police and approved by the City Manager, and may change from time to time based on current conditions of the City and the Police Department. [Ord. 273, 2011.]
2.30.030 Equipment.
Reserve police officers shall be supplied with basic equipment upon appointment for use while they are serving in the capacity of reserve police officer for the Rio Dell Police Department. [Ord. 273, 2011.]
2.30.040 Reserve program oversight.
The Chief of Police or his/her designee shall be the Reserve Police Officer Coordinator and shall have the responsibility of:
(1) Assignment of reserve officer personnel;
(2) Conducting reserve officer meetings;
(3) Establishing call-out procedures;
(4) Completing reserve officer performance evaluations;
(5) Monitoring individual officer performance.
The Chief of Police shall have overall responsibility for monitoring and maintaining the Reserve Officer Program for the Rio Dell Police Department at or above the State standard. Program performance and costs shall be monitored by the Chief of Police and reported to the City Manager upon request. [Ord. 273, 2011.]
2.30.050 Training requirements.
Training standards shall meet or exceed standards set by the California Commission on Peace Officer Standards and Training. Field training requirements shall meet State standards and shall not be less than those field training requirements in place for full-time regular officers. [Ord. 273, 2011.]
2.30.060 Peace officer powers.
Reserve police officers shall only have police officer powers under the conditions set forth in Penal Code Section 830.6, and California Penal Code Section 832.6 et seq. [Ord. 273, 2011.]
