13.40.010 Required.
A. No person shall lay any sewer or engage in or carry on the business of laying sewers on public or private premises or make any connection with any public sewer within the city, unless such person shall have first registered at the office of the superintendent obtained a certification of registration from him or her as provided in Section 13.40.080 of this chapter. 13.40.020 Applications.
A. Every person desiring to have his or her name registered under this chapter shall make application in writing to the superintendent at the office of the superintendent on forms furnished for that purpose, giving the name and address of such person. If the applicant is a firm, the application shall include the names of the members thereof. If the applicant is a corporation, the application shall include the names of the officers of such corporation. The application shall include such other information as many be deemed necessary by the superintendent.
B. Such application shall be verified upon oath. If the applicant is a corporation, verification shall be made by an officer thereof. If the applicant is a copartnership, verification shall be made by a member of such copartnership. If the applicant is an individual, verification may be made by the duly authorized agent of any such person, firm or corporation. (Ord. 1069 § 48, 1999: prior code § 13.56.020)
13.40.030 Examinations—Required.
Every applicant under Section 13.40.020 of this chapter who shall be an individual for himself or herself, the constructing and supervising member of a copartnership for the copartnership or the consulting and supervision officer of a corporation for the corporation shall take and successfully pass an examination before the superintendent. In such examination, each applicant shall give satisfactory evidence of a knowledge of and skill in the laying of pipe and the making of all necessary connections thereof and therewith and the installing of necessary cleanouts, equal to that required of a journeyman plumber for the doing of the same sort of work when using cast iron pipe. 13.40.040 Examinations—Fees.
Every applicant under Section 13.40.020 of this chapter shall pay to the superintendent an examination fee as set by resolution of the city council. (Ord. 1069 § 50, 1999: prior code § 13.56.040)
13.40.050 Bonds.
Every applicant under Section 13.40.020 of this chapter, before the issuance of the certificate of registration by the superintendent and every other person, before being granted a permit to make any connection with any public sewer within the city, shall furnish to the city a bond in the sum as set by resolution of the city council, executed by the applicant and a surety company acceptable to the city, conditioned that the principal named therein shall comply with all the ordinances, rules and regulations of the city, and the laws, rules and regulations of the Department of Health of the state, applicable to the city, pertaining to the laying of public and of house connection sewers and making connections therewith within the city. 13.40.060 License fees.
Every applicant under Section 13.40.020 of this chapter, upon successfully passing the examination required by Section 13.40.030 of this chapter, before the issuance of the certificate of registration by the superintendent shall pay to the city a license fee as set by resolution of the city council. 13.40.070 Insurance.
Every applicant under Section 13.40.020, upon successfully passing the examination required by Section 13.40.010, shall furnish the city and file with the city clerk satisfactory evidence of having secured adequate public liability insurance protecting the city from damages and liability of every kind. 13.40.080 Certificates of registration—Issuance—Content.
It is the duty of the superintendent to issue a certificate of registration. Every such certificate shall state the name and business address of the applicant and the date upon which such certificate expires, and shall certify that the person named in such certificate has complied with the provision of this chapter and that such person is deemed to be registered and entitled to conduct and engage in the business of laying of sewer pipe for the period specified. 13.40.090 Certificates of registration—Revocation.
Every certificate issued as provided in this chapter shall become null and void immediately upon the first conviction of the person named in such certificate of violating any of the provisions of this chapter, and thereafter no such person shall engage in or carry on the business of pipe laying or represent himself or herself as being registered.
