1.01.010 Adoption.
There is adopted by the city of San Pablo that certain code entitled, “San Pablo Municipal Code, 1980,” containing certain ordinances of a general and permanent nature, to and including Ordinance No. 762, as compiled, consolidated, revised, codified and indexed in the following Titles, namely Titles 1 through 17, both inclusive, of which code not less than three copies have been and now are filed in the office of the city clerk, and which is referred to and adopted by reference as if incorporated and set out at length in the ordinance codified in this chapter, under the provisions of Government Code of the state of California, Sections 50022.1 to 50022.8. 1.01.020 Effect of code on past actions and obligations.
The adoption of this code shall not affect any offense or act committed or done or any penalty or forfeiture incurred or any contract or right established or accruing before March 1, 1981; nor shall any adoption affect any ordinance or resolution promising or guaranteeing the payment of money for the city or authorizing the issue of any bonds of the city or any evidence of the city’s indebtedness or any contract or obligation assumed by the city; nor shall such adoption affect the administrative ordinances or resolutions of the council not in conflict or inconsistent with the provisions of such code; nor shall it affect the annual tax levy; nor shall it affect any right or franchise conferred by ordinance or resolution of the city on any person or corporation; nor shall it affect any ordinance relating to the salaries of the city’s officers or employees; nor shall it affect any ordinance annexing territory to the city; nor shall it affect any ordinance naming, opening, accepting or vacating streets or alleys in the city; nor shall it affect any ordinance concerning dispensing inflammable liquids; nor shall it affect any ordinance concerning collection and disposal of garbage and rubbish; nor shall it affect any prosecution, suit or proceeding pending or any judgment rendered on or prior to March 1, 1981; nor shall it affect any ordinance passed after December 17, 1979. 1.01.030 Ordinances passed prior to adoption of code.
All ordinances, passed subsequent to Ordinance No. 762, but prior to the effective date of the adoption of this code as of March 1, 1981, are adopted and made a part of this code. (Ord. 81-01 § 5, 1981)
1.01.040 Effective date.
The provisions of this code shall be in force on and after March 1, 1981. (Ord. 81-01 § 2, 1981)
